In response to the current issues in the management of household waste in Kunming City, such as the inefficient operation of the institutional mechanisms, insufficient funding guarantee, slow progress in facility construction, prominent problems of mixed waste collection, and low public participation, the "Regulations" propose the establishment of a unified municipal information system for the supervision of household waste classification. It aims to integrate the management of household waste into community governance and grid management. The recruitment of supervisors, volunteers, community workers, and property service personnel will be conducted to promote, guide, and supervise the classification of household waste. The "Regulations" also clarify the legal responsibilities related to the planning, construction, and reduction of household waste at its source, as well as the penalties for units, individuals, and responsible persons for the management of household waste who violate relevant provisions. Administrative penalties are also defined for entities engaged in the commercial cleaning, collection, transportation, and disposal of household waste if they fail to comply with operational standards.
