The first session of the Intergovernmental Negotiating Committee ("INC") to develop an international legally binding instrument on plastic pollution, including plastic pollution in the marine environment, was held in Punta del Este, Uruguay, from 28 November to 2 December 2022, in a combined online and offline format. BCRC participated in the meeting as part of the Chinese delegation. The meeting was held in response to Resolution 5/14 entitled "Ending Plastic Pollution: Towards an International Legally Binding Instrument", adopted by the Fifth United Nations Environment Assembly, and was attended by over 2300 delegates from over 160 countries, international organisations and NGOs worldwide. The meeting focused on the organization of INC and the content of aninternationalinstrument. At the meeting, countriesexpressed their visionforaninternational instrument onplasticpollution. After fivedaysofconsultation, all partiesbasicallyreached a consensus, agreeingthattheinternational instrument will aimtoprotect human healthandtheenvironment and combat plasticpollution through a wholelifecycleapproach, and set the secondINCmeeting to be held inParis, Franceon22 May 2023.
