Recently, Basel Convention Regional Centre for Asia and the Pacific (BCRC China) officially released the "Guidance on Management of Plastic Waste and Recycled Plastics" (referred to as the "Guidelines"), which aims to share the progress of international waste plastic management and the management models, experiences, and concepts of waste and recycled plastics in countries in the Asia-Pacific region, promoting the environmentally sound management of plastic waste.

This guideline combines the characteristics of the Technical Guidelines of the Basel Convention, including an introduction, Basel Convention and Relevant provisions of the Basel Convention and international linkages, General Guidance on the distinction between waste and non-waste plastic, Guidance on plastic waste and recycled plastic, Enforcement of provisions regarding identification and ESM of plastic waste, Case study for identification and management practice of plastics and plastic waste, references, and annexes. The document focuses on promoting the concept of environmentally sound management of plastic waste throughout the whole process, and proposes requirements for the performance indicators related to recycled plastics, in order to promote the entire process management of waste plastics and recycled plastics and promote further development of the industry.

BCRC China organized the “Forum on Plastic Waste and POPs in Asia Pacific Region”, from May 22 to 23 2023, Sanya, China. The forum was held in a combination of online and offline methods, with over 50 representatives from 6 countries including China, Cambodia, Maldives, Mongolia, Myanmar, Sri Lanka, as well as representatives from research institutes and the business community (online and offline) attending. The forum discussed the current status of solid waste, especially plastic waste management, and shared the progress of waste management, Basel Convention compliance, and the implementation of plastic waste amendments to Basel Convention in various countries, and explored the practice of plastic waste management in regional countries. At the seminar, representatives from various countries discussed the initial draft of the guidance document and proposed suggestions for modification and improvement. After further refinement and modification, the guidance is approved and released by BCRC China.
