Global best practices on emerging chemical policy issues of concern under the Strategic Approach to International Chemicals Management-Toys Sectors

The project is funded by the Global Environment Facility (GEF) and implemented by BCRC China under the supervision of United Nations Environment Programme (UNEP). The project aims to bridge the gap of a lack of incentives for the adoption of mechanisms and tools to track and manage hazardous chemicals in the toys sectors, as well as develop training packages for toys in China, and engage Chinese and international regulators and value chain actors to share information on Chemicals of Concerns (COCs) tracking approaches and results. The project began in early 2020 and has been completed in March 2022. Major outcomes include:
(1) Testing of 200 toy samples sold in China for 28 hazardous substances to assess compliance and identify potential other chemicals of concern. The samples were of different kinds and made of different materials. The results show that most of the toys being tested were compliant with China’s regulatory requirements. The most commonly detected chemicals of concern were Pb, Cr and DEHP. For the majority of the chemicals, the contents were within the maximum allowable limits while only very few samples contained excessive hazardous substance(s).

(5) A training was organized jointly with industrial partners to provide an overview of regulations, including those on chemicals, for toys and juvenile products in US, Japan and EU markets for manufacturers and merchants to improve compliance in these markets, and to introduce the function and operation of the USEtox tool to toy manufacturing enterprises to promote the tool in the toy industry in China.
