Outcomes of the Basel Convention Implementation and Compliance Committee and the Rotterdam Convention Compliance Committee meetings

Objectives
The objective of this online briefing is to inform Parties to the Basel and Rotterdam Conventions, observers and other stakeholders on the outcomes of the fifteenth meeting of the Basel Convention Implementation and Compliance Committee (BC ICC-15) and the first meeting of the Rotterdam Convention’s Compliance Committee (RC CC-1).
 
The meetings were held back-to-back, with a joint session on issues of common interest, in November 2022 in Geneva, Switzerland.

Background
The fifteenth meeting of the Implementation and Compliance Committee of the Basel Convention was held at the International Environment House 2, Geneva, from 14 to 17 November 2022. At this meeting, The Committee considered specific submissions, engaging with eight Parties facing implementation and compliance difficulties with key obligations under the Convention, to transmit national reports and to develop adequate legislation. The Committee also considered prioritized activities of its 2022-2023 work programme on general issues of implementation and compliance, and its draft 2024-2025 work programme. Among other things, it continued its work of classifying Parties compliance performance with their national reporting obligation, and it considered steps to embed the integration of implementation needs in Parties’ Cooperation Frameworks the outcome of the self-review of their legislation undertaken by 49 Parties, and its second report on scoping the extent of illegal traffic in hazardous wastes and other wastes.
 
The Compliance Committee of the Rotterdam Convention held its first meeting from 16 to 18 November 2022 at the International Environment House 1 in Geneva. At this inaugural meeting, the Committee considered its mandate, particularly in relation to its consideration of specific submissions, and reviewed systemic issues of general compliance, including notifications of final regulatory actions, and exports of chemicals listed in Annex III to the Convention. RCCC-1 also began working on collecting information from the Rotterdam Convention Parties with respect to submitting import responses. The Rotterdam Convention Compliance Committee also adopted a draft programme of work for 2024-2025, to be considered in May 2023 by the eleventh meeting of the Conference of the Parties.
