Background

Monitoring the trade in chemicals and wastes controlled under the BRS Conventions facilitates the implementation of the trade-related provisions of these treaties. For the Basel Convention which regulates movements of hazardous wastes across international borders, effective implementation by national customs authorities is essential to ensure compliance. Customs authorities use the Harmonized System (HS) nomenclature to monitor and collect information on imports and exports of goods, in accordance with customs legislation. Pursuant to Article 13 of the Rotterdam Convention, Harmonized System codes, also referred to as customs codes, are to be assigned to the individual chemicals or groups of chemicals listed in Annex III to the Convention. The Basel Convention has a long-standing cooperation with the World Customs Organization to develop custom codes to identify wastes regulated under that Convention.
