From November 13 to 19, 2023, the third session of the Intergovernmental Negotiating Committee to develop an international legally binding instru ment on plastic pollution, including in the marine environment (INC-3), was held in Nairobi, Kenya. More than 1,900 delegates including observers from 161 countries and the European Union par ticipated in the meeting. Professor Li Jinhui, Ex ecutive Director of Basel Convention Regional Center for Asia and Pacific (BCRC China), Ms. Zhao Nana, Assistant Executive Director of BCRC China, and Ms. Liu Sifan, Project Manag er of the Regional Chemicals Management Office of BCRC/SCRC China, participated in the meeting as members of Chinese delegation.

During preparation and negotiation of the ses sion, delegates of BCRC China provided power ful technical support on issues including primary plastic polymers, chemicals and polymers of con cern, problematic and avoidable plastic products, including short -lived and single-use plastic prod ucts and intentionally added microplastics, extended producer responsibility, emissions and releases of plastics throughout its life cycle, waste manage ment, scope, and report on progress, which played an important role in the negotiation with Contact Group.
