From 2 to 6 February 2026, the First Session of the Plenary of the Intergovernmental Science-Policy Panel on Chemicals, Waste and Pollution (ISP-CWP P1) was held in Geneva, Switzerland. More than 700 registered participants from 127 countries and 232 observer organizations attended the meeting. The Chinese government delegation included the Department of International Cooperation of the Ministry of Ecology and Environment (MEE), the Foreign Environmental Cooperation Center of MEE, the Department of Solid Wastes and Chemicals of MEE, the Department of Treaty and Law of the Ministry of Foreign Affairs, Tsinghua University, Peking University and the Basel Convention Regional Centre for Asia and the Pacific (hereinafter referred to as the "BCRC China"). Prof. Jinhui Li, Executive Director of BCRC China, and Liyao Yang, technical assistant of BCRC China, participated as members of the Chinese delegation.
The Plenary elected members of the Bureau. However, full agreement was not reached on the rules of procedure, the trust fund, and the physical location of the Panel secretariat. The Plenary agreed that discussions would continue at a resumed session, the date and venue of which will be determined through consultations between the Bureau and member States.
From 1 to 4 February, Prof. Jinhui Li, in his capacity as Vice-Chair of the ad hoc open-ended working group on the science-policy panel to contribute further to the sound management of chemicals and waste and to prevent pollution (SPP), chaired four Asia-Pacific regional group meetings. He coordinated the countries in the region to reach agreement on the nomination of Bureau members, which ultimately facilitated the smooth adoption of the nominations by the Plenary.
