清华大学负责项目的整体实施。巴塞尔公约亚太区域中心（BCRC China）设在清华大学环境学院，是全球14个控制危险废物越境转移及其处置巴塞尔公约区域协调中心之一。BCRC Beijing是由环境保护部和清华大学共同管理的团队，旨在执行巴塞尔公约和中国废物管理策略研究，在固体废物技术和政策研究、国际合作方面有长期的经验。

Tsinghua University will be in charge of whole implementation of the action. Its School of Environment (SOE) is host to the Basel Convention Regional Centre for Asia and the Pacific (BCRC China), one of the 14 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal Regional and Coordinating Centres in the world. BCRC Beijing is a team managed by the Ministry of Environmental Protection and Tsinghua University with aims at improving the implementation of Basel Convention and conducting strategic research of waste management in China. BCRC Beijing has long experience in technology and policy research, and international cooperation.
