清华大学负责项目的整体实施。巴塞尔公约亚太区域中心（BCRC China）设在清华大学环境学院，是全球14个控制危险废物越境转移及其处置巴塞尔公约区域协调中心之一。BCRC China是由环境保护部和清华大学共同管理的团队，旨在执行巴塞尔公约和中国废物管理策略研究，在固体废物技术和政策研究、国际合作方面有长期的经验。

Tsinghua University will be in charge of whole implementation of the action. Its School of Environment (SOE) is host to the Basel Convention Regional Centre for Asia and the Pacific (BCRC China), one of the 14 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal Regional and Coordinating Centres in the world. BCRC China is a team managed by the Ministry of Environmental Protection and Tsinghua University with aims at improving the implementation of Basel Convention and conducting strategic research of waste management in China. BCRC Beijing has long experience in technology and policy research, and international cooperation.

将在项目中分享欧洲废荧光灯管法律/法规/标准/政策方面的经验并提供技术帮助。

University of Natural Resources and Life Sciences, Vienna will share experience on laws/ regulations/ standards/ policies on waste fluorescent lamps in Europe, and provide technical inputs to demonstrations.

In addition, Ministry of Environmental Protection (MEP), attaches importance to the action and expects the action to contribute to policy making on waste fluorescent lamps management and associated financial mechanisms in China, and will support the policy work package with national needs and experience, send representatives to take part in project events and consider the national mainstreaming of policy results. Beijing Municipal Environmental Protection Bureau (EPB) has also been highly supportive in the design of the action, and will support the policy work package by sharing local needs and experience, and by supporting the dissemination and mainstreaming of policyresults at the Beijing level.
