Basel Convention Coordinating Center for Asia and the Pacific implemented the project named as “Collection and Treatment Schemes for E-wastes” with the support from APFED Showcase Programme during 2007-2009.

This project aims at forming a set of feasible operation systems to recycle and dispose of e-waste at pilot city in order to reduce, recycle, and dispose of e-waste in an environmentally sound manner, such as computers and printers, and to improve public environmental consciousness. By investigations on e-waste collection and treatment in selected countries and demonstration city, the scheme of collecting e-waste and on transfer and transportation of obsolete or used e-product at city level was proposed. In order to test the scheme of e-waste collection from different sources at city level, two e-waste collecting demonstration sites were installed in Suzhou and some collecting activities have been conducted in these collection sites. The concept of the public private partnership on e-waste recycling has been used in option design. In order to enhance environmental consciousness on e-waste, the propaganda activities have been conducted in the demonstration communities and a university campus. The pamphlet on environmental protection on e-waste was made and delivered during collecting and propaganda activities.

The laboratory research on dismantling and recycling PCBs are conducted, by combining with investigation and evaluation on current national and international waste computers’ dismantling and recycling technology, the technological scheme on dismantling and recycling obsolete and used computers that fits for developing countries was proposed and demonstrated in one e-waste recycling enterprise in Suzhou.

The launching meeting on e-waste collection initiative in Suzhou and the seminar on e-waste collection and treatment technology at city level have been organized in this project to enhance the demonstration effects, to communicate with public on e-waste, and to deliver the experience of this project. In addition, the information system platform in BCRC China has also been established to support the collection system of e-waste in demonstration city and delivery on experience in this project.

In general, the project has been implemented according to the original project work plan. Till now, all of the planed activities have been conducted and finished in accordance to the schedule. Through the implementation of these activities, the expected outcome has been achieved.
