中挪合作“海洋废塑料及微塑料管理能力建设”项目
中挪合作“海洋废塑料及微塑料管理能力建设”项目由生态环境部（国际合作司）作为申请单位，亚太中心为执行单位，与挪威水环境研究所联合牵头申请，于2019年12月29日由我国商务部和挪威驻华使馆代表挪威政府签署合作协议批准。中挪项目旨在通过源头识别、环境影响评估和环境归趋分析、污染监测技术与工具开发、政策研究、意识提升等活动，加强中国废塑料和微塑料污染的防控能力，为中挪双边环境合作和我国废塑料管理提供政策管理和技术支持。
参与单位：项目中方参与单位包括生态环境部固体废物与化学品管理技术中心、国家海洋环境监测中心、华东师范大学河口海岸学国家重点实验室。挪方参与单位为挪威环境署。
项目周期：2019年1月-2022年12月
项目主要活动：
1）以典型“无废城市”试点城市为案例，开展塑料产品的全生命周期评价，研究制定非必要一次性塑料制品清单；
2）国内外关于塑料垃圾和微塑料的监测方法比对；
3）塑料垃圾和微塑料管理国际经验和资源回收与处理处置先进技术总结、筛选与评价；
4）建立塑料传输与流向追踪模型工具，开发在未来不同政策情景下的塑料废物减量化管理工具；
5）塑料减量控制措施的可行性分析、成效评估和社会影响分析；
6）制定培训及宣传方案。
Introduction of SINOPLAST
Sino-Norwegian cooperation project on capacity building for reducing plastic and microplastic pollution (SINOPLAST) was proposed by Ministry of Ecology and Environment of PRC (Department of International Cooperation), jointly with Norwegian Institute for Water Research, and BCRC China/SCRCAP as the execution organization. The project aims at strengthening China’ s prevention and control of plastic waste and microplastic pollution through activities such as source identification, environmental impact assessment and fate analysis, development of pollution monitoring techniques and tools, policy studies and awareness enhancement, to provide policy and technical support for Sino-Norway bilateral environmental cooperation and China’ s plastic waste management.
The Project partners from China side include Solid Waste and Chemicals Management Center, Ministry of Ecology and Environment, People's Republic of China, National Marine Environment Monitoring Center and State Key Laboratory of Estuarine and Coastal Research of East China Normal University. The partner from Norway side is The Norwegian Environment Agency.
The implementation cycle of the project is from January 2019 to December 2022. The project activities are as follows:
1) Baseline for litter, plastic waste and microplastics established for China
2) Environmental monitoring capacity of litter and microplastics improved
3) Reduced amount of litter and plastics in selected catchments
4) A management tool for plastic measures, transport and fate developed
5) Cost-benefit and societal impacts analysis carried out for a suite of identified measures
6) Increased capacity and awareness on plastic waste and pollution in China
