    Basel Convention Regional Centre for the Asia and Pacific Region
    联合国环境规划署巴塞尔公约亚洲太平洋地区培训和技术转让区域中心(称作“巴塞尔公约亚太区域中心”,简称“亚太中心”)是根据《控制危险废物越境转移及其处置巴塞尔公约》(简称“巴塞尔公约”)缔约方大会第三次会议的决定于1997年成立运行,是全球14个巴塞尔公约区域和协调中心之一。2009年5月,亚太中心被《关于持久性有机污染物的斯德哥尔摩公约》(简称“斯德哥尔摩公约”)缔约方大会第四次会议批准为斯德哥尔摩公约区域中心,是全球16个斯德哥尔摩公约区域中心之一。2011年5月20日,经国务院授权,环境保护部部长周生贤代表中国政府与巴塞尔公约秘书处Katharina Kummer Peiry执行秘书代表巴塞尔公约缔约方大会签订了《关于建立巴塞尔公约亚洲太平洋地区培训和技术转让区域中心的框架协议》。框架协议对中心独立运行、享受免税待遇和特权豁免条款进行了规定。
    亚太中心兼具促进巴塞尔公约和斯德哥尔摩公约区域履约的职责,协助区域内的发展中国家和经济转型国家实现两公约的各项目标,核心职能包括培训、技术转让、提供信息、咨询服务和宣传活动。2010年11月,环境保护部和清华大学共同签署了《关于开展国家危险废物管理培训与战略研究的合作协议》,亚太中心为落实该协议的主体单位,实施全国危险废物管理培训,开展危险废物管理战略和政策研究,旨在提升我国危险废物管理能力和管理战略研究水平。
    经过20年的发展,亚太中心已逐渐形成了化学品和废物管理政策和技术研究、能力建设、信息交换等优势领域,拥有三十余名具有博士和硕士学历的专职人员和数十名教授专家的兼职技术团队组成的人员队伍。在全体人员的不懈努力下,亚太中心的国际影响力日益提升。2009年11月,亚太中心成为亚洲区域3R(减量化、再利用和资源化)论坛发起单位之一;2010年5月,亚太中心获准成为由联合国大学发起的“解决电子废物问题倡议(StEP)”的东北亚区域联络点。
     
    Basel Convention Regional Centre for the Asia and Pacific Region (BCRC China) was established in 1997 according to the decision of the third meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal. BCRC China is one of the fourteen regional and coordinating centres (BCRCs) globally. In May 2009, BCRC China had been endorsed as the Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology by the fourth meeting of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants, and became one of sixteen Stockholm Convention regional and subregional centres. On May 20th 2011, approved by the State Council, Mr. Zhou Shengxian, Minister of Ministry of Environmental Protection of the People's Republic of China, on behalf of the Government of the People's Republic of China, and Ms. Katharina Kummer Peiry, the Executive Secretary of the Secretariat of the Basel Convention on behalf of the Conference of the Parties to the Basel Convention, signed Framework Agreement on the Establishment of a Basel Convention Regional Centre for Training and Technology Transfer for the Asia and Pacific Region (hereinafter referred as "Framework Agreement"). Framework Agreement provides the procedures of BCRC China's independent operation, tax exemption, privileges and immunities.
    With performing responsibilities for both Basel Convention and Stockholm Convention, and assisting developing countries and countries with economies in transition to achieve the aims of the above two conventions, the core functions of BCRC China include training, technology transfer, information, consulting, awareness raising, etc. In November 2010, Ministry of Environmental Protection of the People's Republic of China and Tsinghua University jointly signed a Cooperation Agreement on Conducting National Hazardous Waste Management Training and Strategy Research (hereinafter referred as "Cooperation Agreement"). BCRC China is responsible for the implementation of Cooperation Agreement, conducting national hazardous waste management training and researches on hazardous waste management framework and policy, with the aim of improving China’s hazardous China's capacity in hazardous waste management and the level of research on management strategy.
    After twenty years of development, BCRC China has gradually formed its advantages in research on management policy and technology, capacity building and information exchange in chemicals and waste, consisting of over thirty full-time staff with doctor or master's degrees, and part-time technical team formed by tens of professors and experts. With the unremitting efforts of all the staff, the international influence of BCRC China keeps expanding. In November 2009, Regional 3R (reduce,reuse, recycle) Forum in Asia was initiated with BCRC China as one of the initiative organizations. In May 2010, BCRC China was approved to be the regional focal point in Northeast Asia of "Solving the E-waste Problems (StEP)" initiative. In April 2015, BCRC China was approved to be the Sub-Regional Secretariat for East Asia of the International Partnership for Expanding Waste Management Services of Local Authorities (IPLA), United Nations Centre for Regional Development (UNCRD).
