The Solid Waste and Chemicals Management Center (hereinafter referred to as “the Center”) is responsible for the risk prevention and control of solid waste, chemicals and heavy metals, as well as the research and formulation of pollution prevention and control policies, regulations, plans, standards and technical specifications. It also carries out investigation, analysis and testing, technical identification, scientific research on solid waste pollution prevention and environmental management of chemicals and heavy metals, as well as technical support for the implementation of relevant international conventions. Entrusted by the Ministry of Ecology and Environment, the Center is responsible for the technical review of administrative examination and approval items, such as approval of hazardous waste transboundary transfer, solid waste import license, environmental management registration of hazardous chemicals import and export, and environmental management registration of new chemical substances. Entrusted by the Ministry of Ecology and Environment, the Center provides assistance to on-site inspection and regular supervision of environmental management of solid waste, chemicals, heavy metals, etc., and technical review for the audit of dismantling and disposal of waste electrical and electronic products. Other responsibilities of the Center include providing research and technical support for the construction of “Zero-waste City" and environmental management of tailings pond, providing technical guidance and services to local solid waste and chemicals management institutions, carrying out information analysis, technical services, international exchange, publicity and training, social consultation in the field of environmental management of solid waste, chemicals and heavy metals, as well as other tasks assigned by the Ministry of Ecology and Environment.
