2019年12月5-6日，“中挪合作——海洋废塑料及微塑料管理能力建设”项目准备会在清华大学召开，以进一步讨论项目活动，细化项目方案。会议由亚太中心组织，挪威水研究所、生态环境部固体废物与化学品管理技术中心、国家海洋环境监测中心、和华东师范大学等项目参与单位的12位代表参会。首先，亚太中心区域化学品管理室主任陈源博士向各单位介绍了项目的设计框架、预期成果和初步的活动方案。其次，项目参与单位介绍了各自工作基础，并针对项目预期成果和初步活动方案等内容进行了讨论和完善。接下来，亚太中心将结合项目目标和各单位的意见进一步完善活动方案，制定最终的项目文件。

该项目由生态环境部(国际合作司)作为申请单位，亚太中心为执行单位，与挪威水研究所联合牵头申请，于2019年12月29日由我国商务部和挪威驻华使馆代表挪威政府签署合作协议批准。项目旨在通过源头识别、环境影响评估和归趋分析、污染监测技术与工具开发、政策研究、意识提升等活动，加强中国废塑料和微塑料污染的防控能力，为中挪双边环境合作和我国废塑料管理提供政策和技术支持。

 

On December 5-6, 2019, the project seminar of Sinoplast capacity building for reducing plastic and microplastic pollution was held in Tsinghua University, in order to further discuss project activities and refine the project plan. The seminar was organized by BCRC China/SCRCAP. 12 representatives from the Norwegian Institute for Water Research，the Solid Waste and Chemicals Management Center, National Marine Environmental Monitoring Center, and East China Normal University participated in the seminar. Firstly, Dr. Chen Yuan from BCRC China introduced the designed acticities,outcomes and workplan under SINOPLAST. Then, the partners introduced their respective work foundations, discussed and improved the expected results of the project and workplan. Finally, BCRC China will further improve the workplan based on the suggestions, and prepare the final project documents.

The agreement of the project “Sinoplast capacity building for reducing plastic and microplastic pollution” was signed by China’ s Ministry of Commerce and Embassy of Norway in China on November 29, 2019. The project was proposed by Ministry of Ecology and Environment of PRC (Department of International Cooperation), jointly with Norwegian Institute for Water Research, and BCRC China/SCRCAP as the execution organization. The project aims at strengthening China’ s prevention and control of plastic waste and microplastic pollution through activities such as source identification, environmental impact assessment and fate analysis, development of pollution monitoring techniques and tools, policy studies and awareness enhancement, to provide policy and technical support for Sino-Norway bilateral environmental cooperation and China’ s plastic waste management.
