2020年5月20日，“中挪合作——海洋废塑料及微塑料管理能力建设”项目启动会暨项目年度会议在线召开。会议由巴塞尔公约亚太区域中心(以下简称“亚太中心”)组织，来自各参与单位的58名代表参会。会议在我国生态环境部国际合作司欧洲美大处处长崔丹丹女士、挪威气候与环境部海洋管理和污染控制司废物与海洋垃圾处环境政策主管Mona Aarhus女士、挪威驻华使馆环境参赞Christoffer Grønstad先生的开幕辞中拉开帷幕，亚太中心执行主任李金惠教授主持开幕式。随后，我国生态环境部海洋生态环境司海洋生态保护与环境质量管理处裴相斌处长和固体废物与化学品司固体废物处高兴保副调研员作主题报告。最后，会议介绍了项目整体内容及现有工作基础，审议并讨论了现有工作计划及年度安排。此次会议标志着项目进入全面实施阶段。
2019年11月29日，我国商务部和挪威驻华使馆签署合作协议批准，生态环境部(国际合作司)作为申请单位，亚太中心作为执行单位，与挪威水研究所联合牵头申请了此项目。项目中方参与单位包括生态环境部固体废物与化学品管理技术中心、国家海洋环境监测中心、华东师范大学河口海岸学国家重点实验室，挪方参与单位是挪威环境局。项目实施周期为4年，总经费2600万挪威克朗，由挪威政府全额资助。
On May 20, 2020, online kick-off conference of "Sino-Norwegian Cooperation Project on capacity building for reducing and microplastic pollution" was held successfully. The conference was organized by Basel Convention Regional Centre for Asia and the Pacific/ Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (BCRC China/ SCRCAP), and 58 representatives from different project partners participated it.
The conference opening ceremony was addressed by Ms. Dandan Cui, director of Division of European, American and Oceanian Affairs, Department of International Cooperation, Ministry of Ecology and Environment (MEE) of China, Ms. Mona Aarhus, Senior Advisor of Department of Marine Management and Pollution Control, Norwegian Ministry of Climate and Environment, and Mr. Christoffer Grønstad, Environment Counsellor of Norwegian Embassy in Beijing. The conference was hosted by Prof. Jinhui Li, executive director of BCRC China/SCRCAP. Mr. Xiangbin Pei, director of Division of Marine Ecological Conservation and Environmental Quality Management, Department of Marine Ecology and Environment, MEE of China and Mr. Xingbao Gao, deputy director of Division of Solid Waste Management, Department of Solid Waste and Chemicals, MEE of China, respectively made the theme speech at the conference. Participates also discussed the overall content of the project and the work foundation, reviewed and discussed working plan and annual arrangement.
On November 29, 2019, the agreement of Sino-Norway capacity building for reducing plastic and microplastic pollution was signed by the Ministry of Commerce of China and Norwegian Ministry of Foreign Affairs. The project was proposed by Ministry of Ecology and Environment of China, BCRC China/SCRCAP as the execution organizations of the project with Norwegian Institute for Water Research. The Chinese partners include Technology Center of Solid Waste and Chemicals Management of MEE, National Marine Environmental Monitoring Center and East China Normal University. The Norwegian partner is the Norwegian Environment Agency. The period of the project is 4 years and 26,000,000 NOK is funded by Norway.
