2020年10月21-22日，“中挪合作——海洋废塑料及微塑料管理能力建设项目合作备忘录”签约仪式暨“海洋废塑料减量及微塑料监测方法研讨会”在海南省三亚市顺利召开。来自三亚市政府机构、“无废城市”示范企业和项目参与单位共计36人参加。会议由华东师范大学与设立于清华大学环境学院的巴塞尔公约亚太区域中心（以下简称“亚太中心”）共同组织举办，得到中国生态环境部、三亚市人民政府、三亚市生态环境局和三亚市崖州湾科技城管理局的支持。
三亚市人民政府副秘书长张蔚兰女士、挪威驻华使馆环境参赞Christoffer Grønstad先生、亚太中心执行主任李金惠教授先后为会议作开幕致辞，华东师范大学李道季教授主持开幕式。
之后，在三亚市人民政府及挪威驻华使馆的见证下，三亚市生态环境局杨欣副局长和亚太中心李金惠执行主任签署了“中挪合作——海洋废塑料及微塑料管理能力建设项目”（以下简称“中挪项目”）合作备忘录。此次合作备忘录的签署，旨在充分发挥双方优势，在三亚市“无废城市”试点城市建设工作的基础上，借助中挪项目减塑活动的开展进一步协助三亚市提升减塑效果，双方合力为探索解决海洋废塑料及微塑料治理问题作出贡献。
在主题报告环节，作为中挪项目主任，亚太中心区域化学品管理室主任陈源博士首先介绍中挪项目主体内容，三亚市生态环境局杨欣副局长介绍三亚市“无废城市”建设试点推进情况，世界自然基金会姜超女士介绍“净塑”城市项目的最新成果。研讨环节，项目参与单位分别介绍项目活动进展。
另外，会议还组织了对生活垃圾分类、 “无废酒店”、“无塑”生态岛、垃圾焚烧发电厂、餐厨垃圾处理厂的实地参观。

On October 21-22, 2020, Signing Ceremony of MOU of SINOPLAST and Seminar on Marine Plastic Waste Reduction and Microplastics Monitoring were successfully held in Sanya, Hainan. 36 participants from Sanya government, demonstration enterprises of “Zero-Waste City” and SINOPLAST partners attended the meeting. The meeting was organized by East China Normal University (ECNU) and BCRC China, and supported by Ministy of Ecology and Environment of China, the People's Government of Sanya City, Sanya Ecology and Environment Bureau, Yazhou Bay Science and Technology City Administration, Sanya.
Ms. Weilan Zhang, deputy secretary-general of the People's Government of Sanya City, Mr. Christoffer Grønstad, the Environmental Counsellor of Norwegian Embassy in China, and Professor Jinhui Li, the Executive Director of BCRC China, delivered opening speeches for the meetting, and Professor Daodi Li from ECNU hosted the opening ceremony.
Witnessed by the People's Government of Sanya City and the Norwegian Embassy in China, Ms. Xin Yang, Deputy Director general of Sanya Ecology and Environment Bureau, and Mr. Jinhui Li, Executive Director of BCRC China, signed Memorandum of Understanding of Project on capacity building for reducing plastic and microplastic pollution (SINOPLAST). Based on the work foundation of “ Zero-Waste City ” pilot city in Sanya , the MOU aims to make full use of advantages of both sides, help Sanya to reduce the plastic waste by carring out the SINOPLAST demonstration activities, and provide chinese experience on reducing marine plastic waste and microplastics.
In the theme report session, Dr. Yuan Chen, Project manager of SINOPLAST, briefly introduced situation of SINOPLAST, Ms. Xin Yang introduced the demonstration of “Zero-Waste City” in Sanya, and Ms. Chao Jiang from World Wide Fund for Nature introduced the latest achievements of “Plastic Smart Cities”. Then, SINOPLAST project partners introduced the progress of the project activities respectively.
In addition, the meeting also organized field visit to domestic of household waste sorting, "Zero waste hotel", " Zero plastic" ecological islands, Waste-to-Energy Power Plant, as well as kitchen waste treatment plants.
The project logo and website of SINOPLAST were issued in the meeting.
