2021年11月17-18日，“中挪合作——海洋废塑料及微塑料管理能力建设项目合作备忘录”签约仪式暨“无废城市塑料减量实践交流会”在广东省深圳市顺利召开。来自深圳市政府机构、项目参与单位、研究机构和“无废城市”示范企业等代表近百人参加。会议由中挪项目申请单位生态环境部、项目中方牵头实施单位巴塞尔公约亚太区域中心（以下简称“亚太中心”）与项目示范城市活动牵头实施单位深圳市生态环境局共同组织举办。

 

之后，在生态环境部、挪威驻华使馆和所有参会代表的见证下，深圳市生态环境局文忠副局长和亚太中心区域化学品管理室陈源主任（代表亚太中心执行主任、清华大学教授李金惠先生）签署中挪项目合作备忘录。此次合作备忘录的签署，旨在充分发挥双方优势，在深圳市“无废城市”试点城市建设工作的基础上，借助中挪项目减塑活动的开展进一步协助深圳市提升减塑效果，双方合力为探索解决海洋废塑料及微塑料治理问题作出贡献。

 

在主题报告环节，亚太中心首先介绍中挪项目主体内容和总体进展情况，深圳市生态环境局固体废物和化学品处林卫强处长介绍深圳市“无废城市”建设工作，华东师范大学李道季教授介绍海洋塑料和微塑料污染应对。研讨环节，项目参与单位分别从无废城市建设方案、塑料废物环境无害化管理政策及技术、减塑方案的科学研究、监测方法标准化等方面进行了分享。

另外，会议还组织了对生活垃圾分类、 城市河流垃圾清运治理、湿地生态修复的实地参观。

 
 

On November 17-218, 2020, Signing Ceremony of MOU of SINOPLAST and Seminar on Practice on Plastic Reduction in Zero-Waste Cities were successfully held in Shenzhen, Guangdong. 33 participants from Shenzhen government, research institutes, demonstration enterprises of “Zero-Waste City” and SINOPLAST partners attended the meeting. Over 60 participants attended the meeting online. The meeting was organized by BCRC China and Shenzhen Bureau of Ecology and Environment, and supported by Ministry of Ecology and Environment of China (MEE).

Mr. Xuefeng Wen, Director of Division of Solid Waste Department, Department of Solid Waste and Chemical of MEE, Mr. Zhong Wen, Vice Director of Shenzhen Bureau of Ecology and Environment, and Mr. Christoffer Grønstad, the Environmental Counsellor of Royal Norwegian Embassy in Beijing, delivered opening speeches for the meeting. Mr. Weiqiang Lin, Director of Division of Solid Waste and Chemical, Shenzhen Bureau of Ecology and Environment hosted the opening ceremony.

Witnessed by Ministry of Ecology and Environment and Royal Norwegian Embassy in Beijing, Mr. Zhong Wen, Vice Director of Shenzhen Bureau of Ecology and Environment, and Ms. Yuan Chen, Chief of the Regional Chemicals Management Branch, BCRC China (on behalf of Mr. Jinhui Li, Executive Director of BCRC China), signed Memorandum of Understanding of Project on capacity building for reducing plastic and microplastic pollution (SINOPLAST). Based on the work foundation of “Zero-Waste City” pilot city in Shenzhen, the MOU aims to make full use of advantages of both sides, to facilitate Shenzhen to reduce the plastic waste by carrying out SINOPLAST demonstration activities, and jointly contribute to solutions to reducing marine plastic waste and microplastics.

In the keynote report session, Dr. Yuan Chen, project manager of SINOPLAST of the Chinese side, briefly introduced SINOPLAST project and its progress, Mr. Weiqiang Lin introduced the construction of “Zero-Waste City” in Shenzhen, and Professor Daoji Li from Eastern China Normal University introduced coping strategies for marine plastics and microplastic pollution. Then, SINOPLAST project partners introduced the project progress on the aspects of zero-waste city construction plans, policy and technology of environmentally sound management of plastic waste, scientific studies on plastic reduction plans and standardization of microplastic monitoring.

In addition, the meeting also organized field visit to demonstration community for household waste sorting, plastic cleaning in urban river and ecological remediation of wetland ecosystem.
