2021年6月26日-28日,第十六届固体废物管理与技术国际会议(暨2021全球废物论坛)在北京于线上线下成功举办。此次国际会议以“无废城市”建设次第推进为主题,由清华大学、联合国环境规划署、斯德哥尔摩公约亚太地区能力建设与技术转让中心、中国环境科学学会主办,由巴塞尔公约亚太区域中心、中国环境科学学会固体废物分会、中国环境科学研究院固体废物污染控制技术研究所、中国环境保护产业协会固体废物处理利用委员会以及中国科学院过程工程研究所承办。联合国区域发展中心(UNCRD)、国际固体废物协会(ISWA)、德国国际合作机构(GIZ)、MDPI、青岛衡立环境技术研究院有限公司、佛山市顺德鑫还宝资源利用有限公司、鑫联环保科技股份有限公司、清大国华环境集团股份有限公司、BHS-Sonthofen GmbH、安徽科幂仪器有限公司、上海洲固电力科技有限公司、Resources, Conservation & Recycling期刊、Frontiers of Environmental Science & Engineering期刊、Resources Policy期刊、Resources, Environment and Sustainability期刊为会议举办提供了支持。会上清华大学出版社还推出了英文新刊Circular Economy,拟聘任此次会议组委会主席李金惠教授担任主编。
会议包括全体大会、3场平行大会和19场线上线下分会论坛,邀请了来自联合国环境署驻华代表处、联合国环境署可持续交通部、联合国环境署国际环境技术中心、联合国区域发展中心、联合国粮食及农业组织驻华代表处、太平洋区域环境规划署秘书处、巴塞尔公约伊朗区域中心、巴塞尔公约阿拉伯国家培训和技术转让中心、巴塞尔公约加勒比地区培训和技术转让中心等9个联合国机构和政府间机构,及阿富汗、埃及、奥地利、澳大利亚、巴基斯坦、朝鲜、丹麦、德国、菲律宾、哥伦比亚、圭亚那、荷兰、加拿大、柬埔寨、马来西亚、美国、蒙古、孟加拉国、尼泊尔、尼日利亚、挪威、日本、瑞士、萨摩亚、斯里兰卡、泰国、特立尼达和多巴哥共和国、新加坡、新西兰、伊朗、意大利、印度、英国、中国等34个国家和地区的208名官员和专家作报告。通过zoom线上参会及线下现场参会专家代表共计800余人,社会各界在线观看会议云现场总计242.4万人次(云现场29万人次、凤凰新闻136.3万人次、网易新闻77.1万人次)。
6月26日上午,清华大学环境学院长聘教授、巴塞尔公约亚太区域中心执行主任李金惠博士主持了大会开幕式。生态环境部固体废物与化学品司周志强一级巡视员、副司长,中国工程院郝吉明院士,美国艺术与科学院院士、美国密歇根州立大学杰出教授刘建国博士,巴塞尔公约、斯德哥尔摩公约、鹿特丹公约三公约秘书处罗尔夫·帕耶执行秘书,联合国环境规划署驻华代表处涂瑞和代表,中国环境科学学会彭宾副秘书长致开幕词。

在6月26日的全体大会上,特邀主旨报告环节由大会联合主席、清华大学环境学院副研究员、清华大学智库中心副主任曾现来博士主持。中国工程院院士、湖南工商大学校长陈晓红女士以在线的形式以“数字经济时代下的绿色智慧城市治理现代化”为题作特邀主旨报告;生态环境部固体废物与化学品司固体处温雪峰处长以“‘无废城市’建设试点工作成效与下一步工作考虑”为题作特邀主旨报告;英国皇家工程院院士、新加坡工程院院士、印度国家工程院院士、东盟工程与技术科学院外籍院士、新加坡国立大学教授Seeram Ramakrishna先生在线以“固体废物管理的循环缺口”为题作特邀主旨报告;美国特拉华大学蓝金能源与环境杰出教授Saleem H. Ali先生在线以“发展矿产废弃物的循环经济”为题作特邀主旨报告。
在特邀主旨报告环节之后,由来自德国国际合作机构的刘晓项目主任介绍了德国国际合作机构中国城市生活垃圾综合管理适当减缓行动项目实践。
6月27日,围绕废塑料治理、塑料循环经济、海洋微塑料在线下举办了平行大会,14位专家作主旨报告或大会报告。同时,通过zoom会议举行了线上平行大会,10位专家围绕循环经济、城市固体废物管理、农业废弃物等主题作主旨报告或大会报告。6月27日-28日,围绕循环经济、生活领域固体废物、大宗工业固体废物、电子废物、危险废物、废塑料等专题,举行了包括由联合国区域发展中心与巴塞尔公约亚太区域中心共同举办的扩大地方固体废物管理服务的国际伙伴关系——实现2030年可持续发展目标的伙伴关系专题会议,由巴塞尔公约亚太区域中心举办的第二届无废城市高端论坛,由联合国环境署与巴塞尔公约亚太区域中心共同举办的学生论坛在内的19场线上/线下分论坛。
From June 26 to 28, 2021, the 16th International Conference on Waste Management and Technology (and the 2021 Global Waste Forum) was successfully held online and offline in Beijing. The international conference, with the theme of advancing the construction of Zero-Waste Cities, was hosted by Tsinghua University, the United Nations Environment Programme, the Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific, and the Chinese Society of Environmental Sciences. It was organized by Basel Convention Regional Centre for Asia and the Pacific, Solid Waste Branch of Chinese Society of Environmental Sciences, Institute of Solid Waste Pollution Control Technology of Chinese Academy of Environmental Sciences, Solid Waste Treatment and Utilization Committee of China Environmental Protection Industry Association and Institute of Process Engineering of Chinese Academy of Sciences. United Nations Regional Development Center (UNCRD), International Solid Waste Association (ISWA), German International Cooperation Agency (GIZ), MDPI, Qingdao Hengli Environmental Technology Research Institute Co., LTD., Foshan Shunde Xinhuanbao Resource Utilization Co., LTD., Xinlian Environmental Technology Co., LTD., Qingda Guohua Environmental Group Co., LTD., BHS-Sont hofen GmbH, Anhui KMI Instrument Co., LTD., Shanghai Zhougu Power Technology Co., LTD., Resources, Conservation & Recycling Journal, Frontiers of Environmental Science & Engineering Journal, Resources Policy Journal, Resources, The journal Environment and Sustainability provided support for the conference. The conference includes a plenary meeting, 3 parallel meetings and 19 online and offline branch forums. Invited representatives from UNEP China, UNEP Sustainable Transport, UNEP International Environmental Technology Centre, UN Regional Development Centre, Food and Agriculture Organization of the United Nations in China, UNEP Secretariat for the Pacific Region, Basel Convention Iran Regional Centre, Basel Convention Arab Centre for Training and Technology Transfer, Basel Nine United Nations and intergovernmental bodies, including the Convention's Caribbean Regional Centre for Training and Technology Transfer, Afghanistan, Egypt, Austria, Australia, Pakistan, the Republic of Korea, Denmark, Germany, the Philippines, Colombia, Guyana, the Netherlands, Canada, Cambodia, Malaysia, the United States, Mongolia, Bangladesh, Nepal, Nigeria, Norway, Japan, Switzerland, Samoa, Sri Lanka, Thailand, the Republic of Trinidad and Tobago, Singapore, New Zealand 208 officials and experts from 34 countries and regions, including Iran, Italy, India, the United Kingdom and China, delivered reports. More than 800 experts participated online and offline through zoom, and 2.424 million people from all walks of life watched the conference online (290,000 people from the cloud site, 1.363 million people from Phoenix News, and 771,000 people from NetEase News).
On the morning of June 26, Dr. Li Jinhui, Professor of the School of Environment of Tsinghua University and Executive Director of BCRC China, presided over the opening ceremony of the conference. Zhou Zhiqiang, First Inspector and Deputy Director of the Department of Solid Waste and Chemicals, Ministry of Ecology and Environment; Hao Jiming, Academician of the Chinese Academy of Engineering; Dr. Jianguo Liu, Academician of the American Academy of Arts and Sciences and Distinguished Professor of Michigan State University; Rolf Payer, Executive Secretary of the Secretariat of the Basel Convention, the Stockholm Convention and the Rotterdam Convention; Tu Ruihe, Representative of the United Nations Environment Programme Representative Office in China, and Peng Bin, Deputy Secretary-General of the Chinese Society of Environmental Sciences, delivered opening remarks.
In the plenary session on June 26, the invited keynote session was presided over by Dr. Zeng Xianlai, co-chairman of the conference, associate researcher of the School of Environment of Tsinghua University and deputy director of the Think Tank Center of Tsinghua University. Ms. Chen Xiaohong, Academician of the Chinese Academy of Engineering and President of Hunan Technology and Business University, delivered an invited keynote speech on the topic of "Modernization of Green Smart City Governance in the Era of Digital Economy". Wen Xuefeng, Director of the Solid State Division of Solid Waste and Chemicals Department, Ministry of Ecology and Environment, delivered a keynote speech on the topic of "The Effectiveness of the pilot work of 'Zero-Waste City' construction and Consideration for the next step"; Mr. Seeram Ramakrishna, Academician of the Royal Academy of Engineering, Singapore Academy of Engineering, National Academy of Engineering of India, Foreign academician of the ASEAN Academy of Engineering and Technology, Professor of the National University of Singapore, delivered an invited keynote speech online on the topic of "Recycling Gap in Solid Waste Management"; Mr. Saleem H. Ali, Distinguished Professor of Blue Gold Energy and Environment, University of Delaware, USA, delivered an invited keynote speech online on the topic of "Developing a Circular Economy of Mineral Waste".
After the invited keynote report session, Liu Xiao, Project director from the German International Cooperation Agency, introduced the practice of the German International Cooperation Agency's China Municipal Solid Waste Integrated Management Appropriate mitigation action project.
On June 27, a parallel conference was held offline around waste plastic governance, plastic recycling economy, and Marine microplastics, and 14 experts made keynote reports or conference reports. At the same time, a parallel online conference was held through zoom, where 10 experts gave keynote presentations or conference reports on topics such as circular economy, municipal solid waste management, and agricultural waste.
