    2021129日,艾伦·麦克阿瑟基金会(简称基金会)与清华大学环境学院在上海举办了中国塑料包装产业循环经济发展战略研究项目上游创新对话会,邀请业内专家及企业代表进行线上线下交流。出席本次对话会的线上线下嘉宾共计33人,包括清华大学环境学院李金惠教授、中国标准化研究院资源与环境分院林翎院长、清华大学环境学院单桂娟副研究员、梁菊技术助理,艾伦·麦克阿瑟基金会陈晓婷项目主任、贾柊楠项目研究员、王韧项目顾问、范川项目经理、王哲项目助理,安姆科(中国)投资有限公司王忠林研发总监、顾雨虹研发专员、农夫山泉股份有限公司总裁法规部陈惊雷主任、欧莱雅(中国)有限公司包装部门周昕辰经理、百事(中国)有限公司可持续发展部门Jade Zhu经理、威立雅华菲市场部黄永康经理、强生(中国)有限公司包装部门杨华敏经理、翁剑秀高级包装工程师、赛维尔公司张朔总经理等人参加了本次会议。会议由基金会贾柊楠项目研究员主持,她表示非常高兴能邀请到各位嘉宾参加本次对话会,并对与会人员表示欢迎。


     

    中国塑料包装产业循环经济发展战略研究项目召开上游创新对话会线下会场

    首先由清华大学环境学院李金惠教授向线上线下参会嘉宾表达感谢,并进行会议开场致辞。他对塑料包装产业链进行了详细介绍,并指出产业链上游原材料选取及包装设计重要性,强调通过包装设计创新可以淘汰有问题的塑料或者不必要的塑料,增加包装的重复使用性及可循环性,或者可能增加可降解性、可堆肥性。其次,他表示相关研究显示,全球每年因塑料生产及塑料垃圾焚烧产生约4亿吨CO2,塑料污染治理及其循环经济发展是实现双碳目标的重要抓手,是国家污染防治攻坚战及净土保卫战重要行动之一,也是无废城市建设的重中之重。最后,他强调构建绿色、低碳、循环的现代经济体系有利于促进社会经济发展全面绿色转型,是解决我国资源环境生态问题的基础之策。中国塑料包装产业循环经济发展战略研究非常有意义、也非常关键,不仅有助于中国塑料污染防治,有利于促进塑料包装产业健康发展、绿色发展,同时也有助于全球塑料污染防治。

    随后,清华大学环境学院单桂娟副研究员介绍了项目的背景、研究目标、研究内容,以及报告想向政府、产业、公众传递的声音。会议邀请了中国标准化研究院资源与环境分院林翎院长,作题为包装行业绿色发展的报告。她向大家介绍了《十四五工业绿色发展规划》的主要目标及任务进行分享,强调了绿色低碳转型发展的重要性,并对国家标准体系、绿色包装设计政策与标准体系趋势进行解读。

    讨论环节,与会嘉宾围绕中国塑料包装产业链上游创新的三项原则在线上线下积极发言,提供创新案例。首先由基金会项目研究员贾柊楠介绍了包装去除、重复使用、材料循环的循环经济三原则,并对什么是上游创新进行、为什么要进行上游创新、如何进行上游创新进行分享。

    会议讨论环节一:包装的上游创新三原则之包装去除。基金会项目研究员贾柊楠详细介绍了包装去除原则,并指出去除是在保证或提升用户体验的同时去除不必要的包装;其次她分了享中国本土有关包装去除及减量化案例;最后针对包装去除的主题,邀请线上线下嘉宾分组进行讨论。基金会项目经理陈晓婷做该环节总结发言,对塑料包装去除的法规、市场及流通等方面进行简要分享。

    会议讨论环节二:包装的上游创新三原则之包装重复使用。首先,由基金会项目研究员贾柊楠对包装重复使用进行介绍,她指出可以通过包装重复使用减少一次性包装使用及污染,为用户和企业创造更多价值;其次,她分享了中国本土有关重复使用的案例,及目前国内部分包装重复使用率;最后针对包装重复使用的主题,邀请线上线下嘉宾分组进行讨论。来自农夫山泉股份有限公司总裁法规部陈惊雷主任,在线向大家介绍了农夫山泉大桶水包装的重复使用案例。

    会议讨论环节三:包装的上游创新三原则之包装材料循环。首先,由基金会项目研究员贾柊楠对包装材料循环介绍,她指出强调在设计包装时需要确保包装材料可以被回收再利用或堆肥;其次,她分享了中国本土有关材料循环的案例;最后邀请线上线下嘉宾分组进行讨论。

    基金会范川项目助理向大家介绍了上游创新的思维及设计,并向参会代表分享了上游创新的资源工具包。

    会议最后,基金会项目经理陈晓婷就中国塑料包装产业循环经济发展战略研究项目上游创新对话会做总结讲话。她指出通过本次会议,推动了中国塑料包装产业链上游利益相关方对于上游创新推动包装减量和循环利用的进一步认识,增进了对运用三原则促进塑料包装减量化、重复使用、及材料循环的更加深刻的理解,对中国塑料包装的绿色发展、循环发展具有重要意义。

     

     

    On December 9, 2021, the Ellen MacArthur Foundation (referred to as the "Foundation") and the School of Environment of Tsinghua University held the "China Plastic Packaging Industry Circular Economy Development Strategy Research Project" upstream innovation dialogue in Shanghai, inviting industry experts and business representatives to exchange online and offline. A total of 33 online and offline guests attended the dialogue, including Professor Li Jinhui from the School of Environment, Tsinghua University, Dean Lin Ling from the Institute of Resources and Environment, China Institute of Standardization, Associate Researcher Shan Guijuan from the School of Environment, Tsinghua University, and Technical Assistant Liang Ju. Ellen MacArthur Foundation Project Director Chen Xiaoting, Project Researcher Jia Zhong nan, Project consultant Wang Ren, Project Manager Fan Chuan, Project Assistant Wang Zhe, Wang Zhonglin, R & D Director of AmCO (China) Investment Co., LTD., Gu Yuhong, R & D Specialist, Chen Jinglei, Director of Regulatory Department of Nongfu Spring Co., LTD., Zhou Xinchen, Manager of Packaging Department of L 'Oreal (China) Co., LTD., and Jade, Sustainable Development Department of Pepsi (China) Co., LTD Manager Zhu, Manager Huang Yongkang of Veolia Huafei Marketing Department, Manager Yang Huamin of Packaging Department of Johnson & Johnson (China) Co., LTD., Senior packaging Engineer Weng Jianxiu, General Manager Zhang Shuo of Xavier Company and others attended the meeting. The meeting was chaired by Jia Zhongnan, a project researcher of the Foundation. She was very pleased to have invited all the distinguished guests to participate in the dialogue and welcomed the participants.
    First of all, Professor Li Jinhui from the School of Environment of Tsinghua University expressed thanks to the online and offline guests, and made an opening speech. He gave a detailed introduction to the plastic packaging industry chain, and pointed out the importance of raw material selection and packaging design upstream of the industry chain, emphasizing that through packaging design innovation can eliminate problematic plastics or unnecessary plastics, increase the reusability and recyclability of packaging, or may increase the degradability, compostability. Secondly, he said that relevant research shows that the world produces about 400 million tons of CO2 every year due to plastic production and plastic waste incineration, plastic pollution control and its circular economy development is an important starting point to achieve the double carbon goal, is the national pollution prevention and control battle and one of the important actions of the clean land defense war, but also the "Zero-waste city" construction of the top priority. Finally, he stressed that the construction of a green, low-carbon, circular modern economic system is conducive to promoting the comprehensive green transformation of social and economic development, and is the basic strategy to solve China's resources, environment and ecological problems. The research on the circular economy development strategy of China's plastic packaging industry is very meaningful and very key, which not only helps China's plastic pollution prevention and control, but also promotes the healthy development and green development of the plastic packaging industry, and also helps the global plastic pollution prevention and control.
    Subsequently, Associate researcher Shan Guijuan from the School of Environment, Tsinghua University introduced the background, research objectives, research content, and the voice that the report wants to convey to the government, industry, and the public. The meeting invited Lin Ling, president of the Resources and Environment Branch of the China Institute of Standardization, to make a report entitled green development of the packaging industry. She shared the main goals and tasks of the "Fourteenth Five-Year Plan" Industrial Green Development Plan, emphasized the importance of green low-carbon transformation and development, and interpreted the trend of the national standard system, green packaging design policy and standard system.
    During the discussion session, the participants actively spoke about the three principles of upstream innovation of China's plastic packaging industry chain online and offline, and provided innovation cases. First of all, Jia Zhongnan, a project researcher of the Foundation, introduced the three principles of circular economy of packaging removal, reuse and material recycling, and shared what upstream innovation is, why upstream innovation should be carried out, and how to carry out upstream innovation.
    Session 1: Packaging removal of the three principles of upstream innovation in packaging. Jia Zhongnan, a project researcher at the Foundation, detailed the principles of packaging removal and pointed out that removal is to remove unnecessary packaging while ensuring or improving user experience; Secondly, she shared China's local packaging removal and reduction cases; Finally, for the topic of packaging removal, online and offline guests were invited to discuss in groups. Chen Xiaoting, project manager of the Foundation, made a summary speech of the link and briefly shared the regulations, market and circulation of plastic packaging removal.
    Session 2: Packaging upstream innovation three principles of packaging reuse. First of all, Jia Zhongnan, a project researcher of the Foundation, introduced the reuse of packaging. She pointed out that the reuse of packaging can reduce the use of disposable packaging and pollution, and create more value for users and enterprises. Secondly, she shared the case of Chinese local reuse, and the current domestic reuse rate of some packaging; Finally, for the theme of packaging reuse, online and offline guests were invited to discuss in groups. Chen Jinglei, director of the regulatory Department of Nongfu Mountain Spring Co., LTD., introduced the reuse case of Nongfu Mountain Spring VAT water packaging online.
    Session 3: Packaging upstream innovation three principles of packaging material recycling. First of all, Jia Zhongnan, a project researcher of the Foundation, introduced the recycling of packaging materials. She stressed the need to ensure that packaging materials can be recycled or composted when designing packaging. Secondly, she shared the case of material recycling in China; Finally, online and offline guests are invited to discuss in groups.
    The Foundation's Fan Chuan Project Assistant introduced the thinking and design of upstream innovation, and shared the resource kit of upstream innovation with the delegates.
    At the end of the meeting, Chen Xiaoting, project manager of the Foundation, made a concluding speech on the Upstream Innovation Dialogue of the circular economy development strategy research project of China's plastic packaging industry. She pointed out that through this meeting, the upstream stakeholders of China's plastic packaging industry chain have been promoted to further understand the upstream innovation to promote packaging reduction and recycling, and have a deeper understanding of the use of the three principles to promote plastic packaging reduction, reuse, and material recycling, which is of great significance to the green development and circular development of China's plastic packaging.
