巴塞尔公约亚太区域中心和斯德哥尔摩公约亚太地区能力建设与技术转让中心（以下简称“亚太中心”）组团参加了废物和化学品三公约缔约方大会2021年线上会议，共有160多个缔约方、1300多人在线参会。亚太中心助理主任赵娜娜、区域化学品管理室主任陈源、综合办公室常务副主任段立哲作为中国政府代表团成员，综合办公室主任谭全银作为生态环境部固体司的参会代表，参加了会议的技术谈判；亚太中心执行主任李金惠及清华大学环境学院国际班的学生以亚太中心观察员身份参会。

 

 

 

 线上会议讨论通过了三公约2022年的临时预算，并决定于2022年6月6日-17日在日内瓦举行面对面会议，具体审议与执行公约有关的事项，包括巴塞尔公约的战略框架、技术准则、国家报告、公约修正，斯德哥尔摩公约的实施计划、将化学品列入公约附件，以及国际合作、工作方案和预算等共同事项。同时，线上会议期间，三公约秘书处组织召开了11场边会，就面对面会议的部分重点议题进行了分享和交流，包括巴塞尔公约附件修订、瑞士加纳关于加严电子废物越境转移管理的提案、塑料废物伙伴关系、后PACE伙伴关系等。

 

巴塞尔公约、鹿特丹公约和斯德哥尔摩公约缔约方大会是三公约的最高议事机构，是联合国环境署推进全球化学品和废物健全管理和协同增效进程的重要平台，主要任务是通过定期组织缔约方大会讨论和处理公约实施过程中的重大问题，落实公约提出的各项措施和规定，并作出相应决定。亚太中心从1999年开始参加巴塞尔公约缔约方大会，2002年起担任中国政府代表团巴塞尔公约谈判的技术支持单位，作为塑料废物伙伴关系、公约附件审查、技术导则修订等工作组成员深度参与巴塞尔公约重点议题相关工作。

In accordance with the joint decision of the 2019 Basel Convention, the Rotterdam Convention and the Stockholm Convention Conference of the Parties, the 15th meeting of the Basel Convention Conference of the Parties, the 10th meeting of the Rotterdam Convention Conference of the Parties and the 10th meeting of the Stockholm Convention Conference of the Parties were scheduled to be held in Nairobi, Kenya, from 17 to 28 May 2021. Due to the impact of the epidemic, the Conference of the Parties has been adjusted to organize an online meeting from July 26 to 30, 2021, and tentatively scheduled to hold a face-to-face meeting in 2022, with the theme of "Global Agreement for a Healthy planet: Sound Management of chemicals and waste".

The Basel Convention Regional Centre for Asia and the Pacific and the Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (hereinafter referred to as "BCRC China") participated in the 2021 online meeting of the Conferences of the Parties to the Three Conventions on Waste and Chemicals, with more than 160 Parties and more than 1,300 people participating online. Zhao Nana, Assistant Director of BCRC China, Chen Yuan, Chief of the Regional Chemicals Management Branch, Duan Lizhe, Executive Deputy Director of the General Office, participated in the technical negotiations of the conference as a member of the Chinese government delegation, and Tan Quanyin, Chief of the General Office, participated in the technical negotiations of the conference as a representative of the Solid State Department of the Ministry of Ecology and Environment. Li Jinhui, Executive Director of BCRC China, and students from the International Class of the School of Environment of Tsinghua University attended the event as observers of BCRC China.

The online meeting discussed and adopted the interim budgets of the three Conventions for 2022, and decided to hold face-to-face meetings in Geneva from 6 to 17 June 2022 to specifically consider matters related to the implementation of the Conventions, including the strategic framework of the Basel Convention, technical guidelines, national reports, amendments to the Convention, the implementation plan of the Stockholm Convention, the listing of chemicals in annexes to the Convention, and the implementation of the Convention. And common matters such as international cooperation, the programme of work and the budget. At the same time, during the online meeting, the secretariats of the three Conventions organized 11 side meetings to share and exchange some of the key issues of the face-to-face meeting, including the revision of the annex to the Basel Convention, the Swiss-Ghana proposal to tighten the management of transboundary movements of e-waste, the Plastic Waste Partnership, and the Post-PACE Partnership.

The Conference of the Parties to the Basel Convention, the Rotterdam Convention and the Stockholm Convention is the highest deliberative body of the three conventions, and an important platform for the UN Environment Programme to promote the global process of sound management and synergies of chemicals and waste. The main task of the Conference of the Parties is to regularly organize the Conference of the Parties to discuss and address major issues in the implementation of the Conventions, and implement the measures and provisions of the Conventions. And make decisions accordingly. Since 1999, BCRC China has participated in the Conference of the Parties to the Basel Convention, and since 2002, it has served as the technical support unit of the Chinese government delegation to the negotiations of the Basel Convention. As a member of the working group on the Plastic Waste Partnership, the review of the Annex to the Convention, and the revision of the Technical Guidelines, it has deeply participated in the work related to the key issues of the Basel Convention.
