2022年2月21-25日，由联合国环境署主办的第五届联合国环境大会第二阶段会议（UNEA-5.2）筹备会议
——不限成员名额常驻代表委员会会议（OECPR）召开，亚太中心李金惠执行主任、赵娜娜助理主任、综合办公室谭全银主任、区域化学品管理室陈源主任作为中国代表团成员参会。
OECPR以线上和线下结合的方式召开，现场会议位于肯尼亚首都内罗毕的联合国环境署总部，由Luisa Fragoso任主席。会员国代表就塑料污染、生物多样性及基于自然的可持续性解决方案、化学品及废物、绿色复苏及循环经济和环境署的程序事项五项议题下共17份提案进行了磋商。经过多轮审议和商讨，各国代表最终通过或合并了部分目标相近的决议草案，其中包括《终结塑料污染：迈向一项具有法律约束力的国际协议》。此决议草案提请设立政府间谈判委员会，并于同年下半年启动一项关于包括海洋环境在内的塑料污染的具有法律约束力的国际文书的拟订工作。
From February 21st to 25th, 2022, the resumed fifth session of the Open-ended Committee of Permanent Representatives (OECPR) of UN Environmental Assembly (UNEA-5.2) was held in hybrid format in Nairobi, Kenya, and virtually. Professor Li Jinhui, Executive Director of BCRC China/SCRCAP, Ms. Zhao Nana, Assistant Director, Ms. Chen Yuan, Chief of the Regional Chemicals Management Branch, and Mr. Tan Quanyin, Chief of the General Office, BCRC China/SCRCAP, attended the meetings as members of the Chinese delegation. Delegates of member states negotiated on 14 resolutions, one decision, one Ministerial Declaration and one political declaration. Among the draft proposals, a resolution on curbing plastic pollution entitled “End plastic pollution: Towards an international legally binding instrument” was approved. It requests the Executive Director of UNEA to convene an intergovernmental negotiating committee, commencing its work during second half of 2022, to develop an international legally binding instrument on plastic pollution.
