     202232日,第五届联合国环境大会(UNEA-5)正式落幕。本届大会以线上线下相结合的方式召开,现场会议在位于肯尼亚首都内罗毕的联合国环境署总部。巴塞尔公约亚太区域中心(以下简称“亚太中心”)执行主任李金惠教授、助理主任赵娜娜、区域化学品管理室主任陈源、综合办公室主任谭全银助理研究员作为国家代表团成员参会,为具有法律约束力的塑料污染国际协定,化学品、废物和污染预防专家委员会,化学品和废物健全管理等多项议题磋商提供技术支持,为相关决议的达成做出了重要贡献。亚太中心综合办公室负责人段立哲、技术助理王楠楠和林微雨,以及清华大学全球环境国际班高晗博、SRT项目成员王艺轩同学作为观察员参会。

    221-25日,UNEA-5第二阶段会议筹备会议——不限成员名额常驻代表委员会会议(OECPR)召开,会员国代表重点就17项决议草案进行磋商。

    塑料污染防治是此届大会的焦点,共有3份决议草案:卢旺达和秘鲁提出的草案致力于解决从生产到废弃物管理的塑料“全生命周期”污染问题,形成一项具有法律约束力的塑料污染国际协定;日本提出的草案旨在建立一个国际谈判委员会解决海洋塑料污染问题;印度提出的草案聚焦应对一次性塑料等塑料制品污染。经过7天的艰苦磋商,本届大会最终达成最关键的一项决议《终结塑料污染:迈向一项具有法律约束力的国际协议》。环境署执行主任英格·安德森(Inger Andersen)称该决议“标志着地球对一次性塑料的胜利”,是自《巴黎协定》以来最重要的环境多边协议,也是为目前和未来人类提供的保险。

    化学品和废物管理也是本届大会的重点,Inger Andersen在开幕式致辞中表示“污染和废弃物”已成为与“气候变化、自然和生物多样性丧失”并列的全球性环境挑战。经过长达9天的磋商,会议审议并通过2份决议。《化学品和废物健全管理》决议邀请各方制定一个雄心勃勃的改进扶持框架以应对2020年后化学品和废物的健全管理。《进一步促进化学品和废物健全管理并防止污染的科学政策委员会》决议决定建立一个独立的政府间国际机构,支持各国采取行动以促进化学品和废物健全管理和预防污染,并通过提供与政策相关的科学建议来解决相关问题,科学政策专家委员会建立的具体事项将由2022年即将召开的不限成员名额特设工作组会议讨论确定。

     228-32日,UNEA-5第二阶段会议成功召开,共计3400多名现场参会者和1500名在线参会者,其中包括来自联合国175个成员国的代表、79位部长和17位高级官员。大会主题为“加强自然保护行动以实现可持续发展目标”,旨在凸显大自然对于人类生活以及对于实现社会、经济和环境可持续发展所发挥的关键作用。针对塑料污染治理、化学品和废物健全管理、加强循环经济、可持续湖泊管理等议题,本届大会共通过了14项决议和1份决定。

    联合国环境大会是全球环境问题的最高决策机制,每两年举办一届,以确定全球环境政策的优先事项并制定国际环境法。由联合国环境大会各会员国批准的决定和决议是联合国环境署工作计划的依据。受疫情影响,UNEA-5采取“两步走”的形式召开:第一阶段会议已于2021222-23日在线召开,就联合国环境署工作计划和预算等非实质性事项进行了讨论和通过;第二阶段会议通过线上线下相结合的方式就当今最紧迫的全球环境问题进行磋商,推动在全球层面凝聚力量、立即行动。自2016UNEA-2开始,李金惠教授持续为国家代表团参与固体废物与化学品、循环经济、塑料污染等相关议题提供专业技术支持。

     

    On March 2, 2022, the Fifth session of the United Nations Environment Assembly (UNEA-5) officially ended. The conference is being held online and offline, with live meetings at the UN Environment headquarters in Nairobi, Kenya. Professor Li Jinhui, Executive Director, Nana Zhao, Assistant Director, Chen Yuan, Chief of the Regional Chemicals Management Branch, and Assistant Researcher Tan Quanyin, Chief of the General Office of the Basel Convention Regional Centre for Asia and the Pacific (hereinafter referred to as "BCRC China") participated as members of the national delegation of the Expert Committee on Chemicals, Waste and Pollution Prevention, a legally binding international Agreement on Plastic Pollution. It also provided technical support for consultations on a number of issues, including the sound management of chemicals and waste, and made important contributions to the achievement of relevant resolutions. Ms. Duan Lizhe, Director of BCRC China, Ms. Wang Nannan and Ms. Lin Weiyu, technical assistants, Mr. Gao Hanbo of Tsinghua University Global Environment International Class, and Ms. Wang Yixuan, member of the SRT project, attended the conference as observers.
    The Open-Ended Committee of Permanent Representatives (OECPR), a preparatory meeting for the second phase of UNEA-5, was held from 21-25 February, with representatives of Member States focusing their consultations on 17 draft resolutions.
    Plastic pollution prevention and control was the focus of this session, with three draft resolutions: the drafts proposed by Rwanda and Peru sought to address the ‘full life cycle’ of plastic pollution, from production to waste management, and to form a legally binding international agreement on plastic pollution; the draft proposed by Japan aims to establish an international negotiating committee to solve the problem of marine plastic pollution; the draft proposed by India focuses on tackling pollution from single-use plastics and other plastic products. After seven days of painstaking consultations, the Conference culminated in one of its most critical resolutions, ‘Ending Plastic Pollution: Towards a Legally Binding International Agreement’. UNEP Executive Director Inger Andersen called the resolution ‘a victory for the planet over single-use plastics’, the most important environmental multilateral agreement since the Paris Agreement and an insurance policy for present and future generations.
    Chemicals and waste management was also a focus of the Conference, with Inger Andersen stating in his opening remarks that ‘pollution and waste’ had become a global environmental challenge alongside ‘climate change, loss of nature and biodiversity’. After nine days of consultations, the meeting considered and adopted two resolutions. The resolution on the Sound Management of Chemicals and Wastes invites the development of an ambitious and improved enabling framework to address the sound management of chemicals and wastes beyond 2020. The resolution on the Committee on Science-Policy to Further Promote the Sound Management of Chemicals and Wastes and to Prevent Pollution decided to establish an independent intergovernmental international body to support national actions to promote the sound management of chemicals and wastes and prevent pollution and to address related issues through the provision of policy-relevant scientific advice, with the specifics of the Committee of Experts on Science-Policy's establishment to be determined by discussions at the forthcoming meeting of the Ad Hoc Open-ended Working Group in 2022.
    The second phase of UNEA-5 was successfully held from 28 February to 2 March, with more than 3,400 on-site and 1,500 online participants, including representatives from 175 United Nations member States, 79 ministers and 17 senior officials. The theme of the conference, ‘Enhanced action on nature conservation to achieve the sustainable development goals’, was designed to highlight the critical role of nature in human life and in achieving social, economic and environmental sustainability. A total of 14 resolutions and one decision were adopted on issues such as combating plastic pollution, the sound management of chemicals and waste, strengthening the circular economy and sustainable lake management.
    The United Nations Environment Assembly, the highest decision-making mechanism on global environmental issues, is held every two years to set global environmental policy priorities and develop international environmental law. Decisions and resolutions approved by the Member States of the United Nations Environment Assembly form the basis for the work programme of UNEA. Due to the impact of the epidemic, UNEA-5 is being held in a ‘two-step’ format: the first phase was held online on 22-23 February 2021, where non-substantive matters such as UNEP's workplan and budget were discussed and adopted; the second phase of the conference was held through a combination of online and offline consultations on today's most pressing global environmental issues, promoting cohesion and immediate action at the global level. Since the beginning of UNEA-2 in 2016, Prof Li Jinhui has continued to provide professional and technical support for national delegations to participate in issues related to solid waste and chemicals, circular economy, plastic pollution and other related topics.
