2022年4月4~6日,巴塞尔公约不限成员名额工作组第十二次会议(OEWG 12)面对面会议在肯尼亚首都内罗毕召开。由生态环境部固体废物与化学品司(简称“固体司”)、生态环境部国际司、外交部条约法律司、中国环境科学研究院、生态环境部固体废物与化学品管理技术中心、清华大学、巴塞尔公约亚太区域中心(简称“亚太中心”)组成的中国代表团9人,以线上会议方式出席了会议。亚太中心和清华大学环境学院国际班同学等共计7人作为观察员参加了本次会议。
本次OEWG 12会议主要审议了巴塞尔公约战略计划、环境无害化管理准则等战略事项;技术准则、国家报告和塑料废物行动等科学技术事项;《巴塞尔公约》附件修订等法律事项,以及伙伴关系工作方案等国际合作实现。经过技术接触组和法律接触组的讨论,确定了需要提交第十五次缔约方大会(COP15)审议的具体事项。全体会议中,中国代表团就战略框架、国家报告和塑料废物行动议题进行发言。接触组会议中,代表团成员重点结合我国实际情况对填埋和焚烧、POPs废物、汞废物、塑料废物、废铅蓄电池等5个技术准则提出修改建议,针对电子废物相关附件修订、废锂电池等废物流清单开发等议题发言,并与参会国家代表交换了意见。

缔约方大会(COP)是《巴塞尔公约》的管理机构,由接受、批准或加入《巴塞尔公约》的国家政府组成。缔约方大会不断审查和评价公约的执行情况,促进适当政策、战略和措施的协调,以尽量减少危险废物和其他废物对人类健康和环境的损害;视需要审议和通过对公约及其附件的修正,每两年举办一次。巴塞尔公约缔约方大会第十五次会议(COP 15)分为在线会议和面对面会议两个部分,在线会议部分已于2021年7月26日-30日举办,面对面会议部分将于2022年6月6日-17日在瑞士日内瓦举办。会议主题是“健康地球的全球协议:化学品和废物的健全管理”。
不限成员名额工作组(OEWG)是《巴塞尔公约》的附属机构之一,主要任务为:协助缔约方大会(COP)制定并不断审查和评价公约的工作计划和执行情况;在核定预算范围内审议与执行公约有关的政策、技术、科学、法律、体制、行政、财务、预算和其他方面的问题,并就缔约方大会提出建议,包括确定不同领域的具体需求区域和次区域进行培训和技术转让,并考虑确保巴塞尔公约区域培训和技术转让中心的建立和运作的方式方法;制定工作计划供缔约方大会审议;向缔约方大会报告在缔约方大会各次会议之间开展的活动。OEWG 12线上会议于2020年9月1-3日召开,主要讨论了预算相关事宜。
From April 4 to 6, 2022, the 12th Meeting of the Open-ended Working Group of the Basel Convention (OEWG 12) was held in Nairobi, Kenya. The 9-member Chinese delegation consists of the Department of Solid Waste and Chemicals of the Ministry of Ecology and Environment (hereinafter referred to as the "Solid Waste and Chemicals Department"), the Department of International Affairs of the Ministry of Ecology and Environment, the Department of Treaty and Law of the Ministry of Foreign Affairs, the Chinese Academy of Environmental Sciences, the Technical Center of Solid Waste and Chemicals Management of the Ministry of Ecology and Environment, Tsinghua University, and the Basel Convention Regional Centre for Asia and the Pacific (hereinafter referred to as "BCRC China"). The meeting was attended by online conference. A total of 7 students from BCRC China and the International Class of the School of Environment of Tsinghua University attended the meeting as observers.
This OEWG 12 meeting mainly reviewed the strategic plan of the Basel Convention, guidelines for environmentally sound management and other strategic matters; Scientific and technical matters such as technical guidelines, national reports and plastic waste actions; Legal matters such as the revision of the annex to the Basel Convention, and international cooperation such as the Partnership work programme. Discussions in the Technical Contact Group and the Legal Contact Group resulted in the identification of specific issues to be submitted for consideration by the fifteenth Conference of the Parties (COP15). During the plenary session, the Chinese delegations made presentations on the Strategic Framework, national reports and action on plastic waste. At the meeting of the Contact Group, the members of the delegation put forward suggestions for revising the five technical guidelines on landfill and incineration, POPs waste, mercury waste, plastic waste and waste lead batteries in light of the actual situation in China, made statements on the revision of e-waste related annexes and the development of waste stream lists such as lithium batteries, and exchanged views with representatives of participating countries.
The Conference of the Parties (COP) is the governing body of the Basel Convention and is composed of the Governments of the countries that have accepted, ratified or acceded to the Basel Convention. The Conference of the Parties keeps under review and evaluation the implementation of the Convention and promotes the coordination of appropriate policies, strategies and measures to minimize harm to human health and the environment from hazardous wastes and other wastes; To consider and adopt, as necessary, amendments to the Convention and its annexes every two years. The fifteenth Meeting of the Conference of the Parties to the Basel Convention (COP 15) is divided into online and face-to-face sessions, with the online session taking place from 26 to 30 July 2021 and the face-to-face session taking place from 6 to 17 June 2022 in Geneva, Switzerland. The theme of the conference is "Global Agreement for a Healthy Planet: Sound Management of Chemicals and Waste".
The Open-ended Working Group (OEWG) is one of the subsidiary bodies of the Basel Convention and its main tasks are: to assist the Conference of Parties (COP) in developing and continuously reviewing and evaluating the work programme and implementation of the Convention; To consider, within the approved budget, policy, technical, scientific, legal, institutional, administrative, financial, budgetary and other aspects related to the implementation of the Convention and to make recommendations to the Conference of the Parties, including the identification of specific needs in different areas for regional and subregional training and technology transfer, Also consider ways and means of ensuring the establishment and operation of the Basel Convention regional centres for training and technology transfer; Develop a work plan for consideration by the Conference of the Parties; To report to the Conference of the Parties on activities carried out between meetings of the Conference of the Parties. The OEWG 12 online meeting was held from September 1-3, 2020, mainly to discuss budget-related matters.
