2022年6月6日至17日,《控制危险废物越境转移及其处置巴塞尔公约》第15次缔约方大会、《关于在国际贸易中对某些危险化学品和农药采用事先知情同意程序的鹿特丹公约》第10次缔约方大会、《关于持久性有机污染物的斯德哥尔摩公约》第10次缔约方大会线下面对面会议部分在瑞士日内瓦召开。由生态环境部牵头,外交部、工业和信息化部、农业农村部、香港特别行政区、北京大学、清华大学、巴塞尔公约亚太区域中心(简称“亚太中心”)、中国科学院等派员组成的中国政府代表团线上与会。亚太中心助理主任赵娜娜、综合办公室主任谭全银、区域化学品管理室主任陈源作为代表团成员参会,亚太中心执行主任李金惠教授、区域废物管理室主任董庆银、综合办公室常务副主任段立哲等作为观察员参与了此次会议,清华大学环境学院国际班6名学生也作为观察员在现场参加了此次会议。
本次会议主题是:健康地球的全球协定——化学品与废物健全管理。来自全球160多个缔约方、区域中心、国际组织、非政府组织等1500余名代表出席会议。会议就新增受控化学物质、遵约机制、巴塞尔公约附件修订、国际合作与协调等议题进行磋商,最终达成近50项决定。
巴塞尔公约第15次缔约方大会面对面会议主要审议了战略框架、环境无害化管理准则等战略事项;持久性有机污染物(POPs)废物和汞废物等技术准则、进一步审议塑料问题等技术事项;电子废物相关条目附件、附件四修订等法律事项;以及防止和打击废物非法贩运和贸易、国际合作与协调、第十三次不限成员名额工作组会议、伙伴关系等其他议题。全体会议中,中国代表团就战略框架、进一步审议塑料问题、技术导则、履约和遵约委员会、提高法律明确性等议题发言,并在战略事项、技术事项和法律事项等接触组会议中与其他国家参会代表开展讨论。会议通过了电子废物相关条目附件修正案、汞废物导则、持久性有机污染物导则等文件。
会议上,亚太中心代表作为我国代表团核心谈判成员,负责跟进战略框架、进一步审议塑料问题、技术导则、履约和遵约委员会、提高法律明确性等议题的谈判工作,全程参与各项议题谈判进程,并结合我国管理情况发言。同时,巴塞尔公约亚太区域中心举办“建设无废城市:从理念到实践”边会,具体见“巴塞尔公约亚太区域中心成功举办无废城市主题边会”。
巴塞尔公约、鹿特丹公约、斯德哥尔摩公约(以下简称三公约)缔约方大会原定于2021年5月17至28日线下举行。因受疫情影响,三公约缔约方大会分为线上和面对面会议两部分,其中线上会议(第一阶段会议)于2021年7月26至30日举行,审议了成员选举、2022年临时预算和补充预算、斯德哥尔摩公约资金机制、2022年三公约缔约方大会线下会议时间和地点等对三公约正常运行十分重要且时间较紧迫的议题。

Zhao Nana, Assistant Director of BCRC China, Tan Quanyin, Chief of the General Office, Chen Yuan, Chief of the Regional Chemicals Management Branch, attended the meeting as members of the delegation, and Professor Li Jinhui, Executive Director of BCRC China, Dong Qingyin, Chief of the Regional Waste Management Branch, Duan Lizhe, Executive Deputy director of the General Office, participated in the meeting as observers. Six students from the International class of the School of Environment of Tsinghua University also attended the meeting as observers.
The theme of the conference is: Global Agreement for a Healthy Planet - Sound Management of Chemicals and Waste. More than 1,500 delegates from more than 160 parties, regional centers, international organizations and non-governmental organizations attended the conference. The meeting held consultations on new controlled chemical substances, compliance mechanisms, revision of the annex to the Basel Convention, international cooperation and coordination, and finally reached nearly 50 decisions.
The 15th face-to-face meeting of the Conference of the Parties to the Basel Convention mainly reviewed strategic issues such as the strategic framework and guidelines for environmentally sound management; Technical guidelines on persistent organic pollutant (POPs) waste and mercury waste, further consideration of technical matters such as plastics; E-waste related articles annex, Annex IV amendment and other legal matters; And other topics such as preventing and combating illicit trafficking in and trade in waste, international cooperation and coordination, the thirteenth meeting of the Open-ended Working Group, and partnerships. During the plenary session, the Chinese delegation made statements on the strategic framework, further consideration of plastics, technical guidelines, Implementation and Compliance Committees, enhancing legal clarity, and held discussions with representatives of other countries participating in the Contact Group on strategic, technical and legal matters. The meeting adopted documents such as amendments to the annexes of e-waste related articles, guidelines on mercury waste and guidelines on persistent organic pollutants.
At the meeting, the representative of BCRC China, as a core negotiating member of our delegation, was responsible for following up the negotiation of the strategic framework, further consideration of the issue of plastics, the technical guidelines, the Implementation and Compliance Committee, and the enhancement of legal clarity, and participated in the negotiation process of each issue throughout the whole process and made a statement in the light of the management situation of our country. At the same time, BCRC China held a side event on ‘Building Zero-Waste Cities: From Idea to Practice’, as described in ‘Successful Side Event on Waste-Free Cities Held by Basel Convention Regional Centre for Asia and the Pacific’.
The Conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions (hereinafter referred to as the three Conferences) were originally scheduled to be held from 17 to 28 May 2021 offline. Due to the impact of the epidemic, the COPs of the three conventions were divided into two parts: online and face-to-face meetings, of which the online meeting (the first phase of the meeting) was held from 26 to 30 July 2021, and considered issues of great importance to the normal operation of the three conventions, such as the election of members, the interim and supplementary budgets of 2022, the financial mechanism of the Stockholm Convention, and the time and venue of the offline meeting of the COPs of the three conventions in 2022, and the time is relatively urgent. The meeting was held from 26 to 26 July.
