2023年5月1日-12日,巴塞尔公约、鹿特丹公约、斯德哥尔摩公约2023年缔约方大会在瑞士日内瓦召开,超过160个国家的缔约方和观察员的2000名左右的代表参会。依托此次缔约方大会,5月7日,巴塞尔公约亚太区域中心(简称“亚太中心”)和中国物资再生协会在瑞士日内瓦国际会议中心共同举办了题为“废塑料环境无害化管理的创新实践”的边会。百余位缔约方、观察员代表参加边会。本次边会邀请了中国代表团团长、生态环境部固体废物与化学品司一级巡视员周志强先生,巴塞尔公约、鹿特丹公约和斯德哥尔摩公约秘书处副执行秘书卡洛斯·马丁·诺维拉先生为会议致辞。边会由亚太中心高级顾问克雷格·博利科瓦茨先生主持。
周志强先生在致辞中表示中国政府高度重视塑料污染治理,参与并促成在巴塞尔公约现有机制下加强塑料废物越境转移的管控,推动缔约方大会通过巴塞尔公约塑料废物修正案,担任共同牵头国修订塑料废物环境无害化管理技术导则,积极开展“无废城市”建设,在“十四五”时期推进113个地级及以上城市和8个特殊地区开展“无废城市”,发起建立“无废国际城市网络”,分享中国“无废城市”建设成效和促进“国际无废城市网络”发展。
三公约秘书处副执行秘书卡洛斯·马丁·诺维拉先生在致辞中表示,面对塑料污染这个全球性的难题,秘书处非常赞赏中国在塑料污染治理和一次性塑料制品管控方面发挥的引领作用,以及在“无废城市”建设中取得的成就。本次边会将向各国分享中国在塑料污染治理方面的成功经验,推动塑料废物环境无害化管理。
在报告环节,生态环境部固体废物与化学品管理技术中心危险废物管理技术部负责人郑洋先生从中国的塑料污染管理政策体系、实施进程和无废城市建设情况及取得成效等方面进行了介绍。深圳市环境科学研究院张国斌先生介绍了深圳市自2020年起实施的各项塑料污染管控措施及其取得的显著成效。三亚市生态环境局副局长杨欣女士介绍了三亚市在塑料污染的源头减量、加强塑料废物的收集和处置、海洋塑料污染的治理等方面的经验和典型案例。中国石油和化学工业联合会国际交流与外企委员会副秘书长满娟女士对该协会开展的塑料制品生态设计工作进展及典型案例进行介绍。菜鸟国内供应链总经理袁流先生介绍了绿色包装、循环箱、绿色回收等在内的多项工作成果。亚太中心高级顾问克雷格·博利科瓦茨先生介绍了亚太中心开展的塑料相关项目和“无废城市国际网络”。
本次边会宣传了中国在塑料污染治理、塑料废物环境无害化管理和“无废城市”建设的进展和成效,增进了各方对我国工作成效的认知,获得参会各方的广泛称赞。
缔约方大会是公约最高议事机构,主要是通过定期组织会议讨论和处理公约实施过程中的有关重大问题,落实公约提出的各项措施和规定,并做出相应决定,使公约得到有效执行。在缔约方大会期间举办边会是大会的惯例。边会主要是各参会方为宣传、推广其开展的活动、取得的经验、传导的思想等举办的活动,是推动公约长期发展方向的重要阵地。
From 1 to 12 May 2023, the 2023 conferences of the parties to the Basel, Rotterdam and Stockholm conventions were held in Geneva, Switzerland, with about 2,000 representatives of parties and observers from more than 160 countries attending. Relying on this Conference of the Parties, the Basel Convention Regional Centre for Asia and the Pacific (BCRC China) and the China National Resources Recycling Association (CRRA) co-organized a side event entitled ‘Innovative Practices for Environmentally Sound Management of Plastic Scrap’ on 7 May at the International Conference Centre in Geneva, Switzerland. The side event was attended by more than 100 representatives of Parties and observers. Mr. Zhou Zhiqiang, Head of the Chinese Delegation and First Class Inspector of the Department of Solid Waste and Chemicals of the Ministry of Ecology and Environment, and Mr. Carlos Martín Novella, Deputy Executive Secretary of the Secretariats of the Basel, Rotterdam and Stockholm Conventions, were invited to deliver speeches at the side event. The side event was chaired by Mr. Craig Bolikovac, Senior Adviser of BCRC China.
In his speech, Mr. Zhou Zhiqiang said that the Chinese government attaches great importance to the management of plastic pollution, has participated in and contributed to the strengthening of the control of transboundary movements of plastic waste under the existing mechanism of the Basel Convention, has pushed for the adoption of the amendment to the Basel Convention on Plastic Waste by the Conference of the Parties, has acted as a co-leader in revising the technical guidelines on the environmentally sound management of plastic waste, has been active in the development of the construction of ‘Zero-Waste Cities, promoting 113 cities at the prefecture level and above and 8 special regions to carry out the construction of ‘Zero-Waste Cities’ during the period of the 14th Five-Year Plan, initiating the establishment of the ‘Zero-Waste International Cities Network’, sharing the results of China's ‘Zero-Waste Cities’ and promote the development of the International Network of Zero-Waste Cities.
Mr. Carlos Martín Novella, Deputy Executive Secretary of the Secretariat of the three conventions, said in his speech that in the face of the global problem of plastic pollution, the Secretariat appreciated very much China's leading role in the fight against plastic pollution and the control of single-use plastic products, as well as its achievements in the construction of ‘Zero-Waste Cities’. The side event would share China's successful experience in plastic pollution control with all countries and promote the environmentally sound management of plastic waste.
In the presentation session, Mr. Zheng Yang, Head of Hazardous Waste Management Technology Department, Solid Waste and Chemicals Management Technology Centre, Ministry of Ecology and Environment, introduced China's plastic pollution management policy system, implementation process, and the construction of Zero-waste cities and the results achieved. Mr. Zhang Guobin, Shenzhen Institute of Environmental Science, introduced the plastic pollution control measures implemented in Shenzhen since 2020 and the remarkable results achieved. Ms. Yang Xin, Deputy Director of Sanya Ecological Environment Bureau, introduced Sanya's experience and typical cases in source reduction of plastic pollution, strengthening collection and disposal of plastic waste, and management of marine plastic pollution. Ms. Man Juan, Deputy Secretary General of the International Exchange and Foreign Enterprises Committee of the China Petroleum and Chemical Industry Federation, introduced the progress of eco-design of plastic products and typical cases carried out by the association. Mr. Yuan Liu, General Manager of Cainiao Domestic Supply Chain, introduced a number of work achievements including green packaging, recycled boxes and green recycling. Mr. Craig Bolikovac, Senior Advisor of BCRC China, introduced the plastics-related projects of BCRC China and the Zero-Waste Cities International Network.
The side event publicized China's progress and effectiveness in plastic pollution control, environmentally sound management of plastic wastes and the construction of ‘Zero-waste cities’, and increased awareness of the effectiveness of China's work, which was widely praised by the participants.
The Conference of the Parties is the supreme deliberative body of the Convention, which organizes regular meetings to discuss and deal with major issues related to the implementation of the Convention, implement the measures and provisions of the Convention, and make corresponding decisions for the effective implementation of the Convention. It has been the practice of the Conference of the Parties to hold side meetings during its sessions. Side events are organized by participants to publicize and promote their activities, experiences and ideas, and are an important forum for promoting the long-term development of the Convention.
