巴塞尔公约缔约方大会第十六次会议、鹿特丹公约缔约方大会第十一次会议和斯德哥尔摩公约缔约方大会第十一次会议于2023年5月1日-5月12日在瑞士日内瓦召开。来自全球160余个缔约方、国际组织、非政府组织等约2000名代表出席了会议。
巴塞尔公约亚太区域中心(简称“亚太中心”)于1997年成立,是全球14个巴塞尔公约区域中心和16个斯德哥尔摩公约区域中心之一,一直承担着为中国代表团提供巴塞尔公约及相关共同议题的谈判技术支持的任务。国际层面,亚太中心兼具促进《巴塞尔公约》和《斯德哥尔摩公约》区域履约的职责,协助区域内的发展中国家和经济转型国家实现两公约的各项目标,核心职能包括培训、技术转让、提供信息、咨询服务和宣传活动。
亚太中心组团参加了此次缔约方大会,其中,3名亚太中心代表作为中国代表团成员参加了巴塞尔公约、斯德哥尔摩公约和三公约共同事项的技术谈判。清华大学环境学院全球环境国际班5名本科生以亚太中心观察员身份参会。
亚太中心助理主任赵娜娜代表中国政府与日本、英国代表共同牵头修订的“塑料废物环境无害化管理技术导则”(Technical guidelines on the environmentally sound management of plastic wastes)作为巴塞尔公约缔约方大会的重要议题提交此次会议讨论审议。历经11天漫长艰苦的谈判,会议最终审议通过了该技术准则。巴塞尔、鹿特丹和斯德哥尔摩公约秘书处执行秘书及各区域代表均对牵头国的辛勤工作表示诚挚感谢,认为该导则将对各国塑料废物管理及环境保护工作起到积极的推动作用。同时,亚太中心代表还为巴塞尔公约附件审查、技术援助、典型废物管理伙伴关系等议题的谈判发挥了重要作用。
此次缔约方大会审议了全球所有在运行的巴塞尔公约区域中心(共14个)和斯德哥尔摩公约区域中心(共16个)2019-2022年度工作绩效和可持续性评估报告。亚太中心再次在两个公约的评估中均获得满分100分,成为全球唯一一个在历次(<2013-2014>、<2015-2018>和<2019-2022>)两个公约的评估中均获满分的区域中心。
亚太中心组织的“废塑料环境无害化管理的创新实践”边会,得到公约秘书处、中国代表团的大力支持,引起现场和线上百余名各国参会代表的广泛关注和热烈讨论,有效促进了国内废塑料环境无害化管理和“无废城市”建设实践经验的对外交流和推广。
The sixteenth meeting of the Conference of the Parties to the Basel Convention, the eleventh meeting of the Conference of the Parties to the Rotterdam Convention and the eleventh meeting of the Conference of the Parties to the Stockholm Convention were held from 1 May to 12 May 2023 in Geneva, Switzerland. The meetings were attended by approximately 2,000 delegates from more than 160 Parties, international organisations, non-governmental organisations and others from around the world.
Established in 1997, the Basel Convention Regional Centre for Asia and the Pacific (BCRC China) is one of the 14 Basel Convention Regional Centres and 16 Stockholm Convention Regional Centres in the world, and has been tasked with providing technical support to the Chinese delegation for the negotiations on the Basel Convention and related common issues. At the international level, BCRC China is responsible for promoting regional implementation of the Basel and Stockholm conventions and assisting developing countries and countries with economies in transition in the region to achieve the objectives of the conventions, with core functions including training, technology transfer, provision of information, advisory services and awareness-raising activities.
BCRC China organized a delegation to participate in the Conference of the Parties, in which three BCRC China representatives participated as members of the Chinese delegation in the technical negotiations of the Basel Convention, the Stockholm Convention and matters common to the three conventions. Five undergraduate students from the International Class on Global Environment at the School of Environment, Tsinghua University, participated as observers of BCRC China.
On behalf of the Chinese Government, Nana Zhao, Assistant Director of BCRC China, together with representatives from Japan and the United Kingdom, took the lead in revising the Technical guidelines on the environmentally sound management of plastic wastes, which were submitted to the Conference of the Parties to the Basel Convention as an important issue. After 11 days of long and arduous negotiations, the technical guidelines were finally considered and adopted. The Executive Secretaries of the secretariats of the Basel, Rotterdam and Stockholm Conventions and the representatives of the regions expressed their sincere gratitude to the lead countries for their hard work and believed that the guidelines would be a positive contribution to the management of plastic wastes and the protection of the environment in their respective countries. At the same time, the representatives of BCRC China had played an important role in the negotiations on issues such as the review of the Basel Convention annexes, technical assistance and partnerships for typical waste management.
The Conference of the Parties considered the reports on the assessment of the performance and sustainability of all operating Basel Convention regional centres (14 in total) and Stockholm Convention regional centres (16 in total) globally for the period 2019 - 2022. Once again, BCRC China received a score of 100 out of 100 in the assessments of both conventions, making it the only regional centre in the world to have received full scores in all previous (<2013-2014>, <2015-2018> and <2019-2022>) assessments of the two conventions.
The side event on ‘Innovative Practices in Environmentally Sound Management of Plastic Waste’, organized by BCRC China, was strongly supported by the Secretariat of the Convention and the Chinese Delegation, and attracted extensive attention and lively discussions among more than 100 participants from various countries both on-site and online, effectively promoting the practical experience of environmentally sound management of plastics waste and the construction of a ‘Zero-Waste City’ in China.
