On 10 May 2023, the Ministry of Commerce and the National Development and Reform Commission of the People's Republic of China jointly issued the Measures for the Administration of Use and Reporting of Disposable Plastic Products by Operators in the Business Sector (Decree No. 1 of 2003 of the Ministry of Commerce of the People's Republic of China and the National Development and Reform Commission).

The person in charge of the Department of Circulation Industry Development of the Ministry of Commerce pointed out in the interpretation that the ‘Management Measures’ clarifies the norms of operators in the field of commerce, mainly including the relevant obligations of operators in the field of commodity retailing, e-commerce, catering, accommodation, exhibition and other business areas, and makes it clear that the main reporting body reports on the requirements, norms and time limit of disposable plastic products, and make provisions on the implementation of the national prohibition, restriction of the use of plastic products requirements and use, recycling reporting activities to carry out daily supervision and inspection. The Management Measures are an important measure to promote the formation of green and low-carbon modes of production and lifestyles, a concrete action to reduce the use of traditional plastics and synergistically promote carbon reduction, pollution reduction and green expansion, and are of great significance in enhancing the supply of green alternatives to plastic products and fostering the concept of green consumption.

Tsinghua University/Basel Convention Regional Centre for Asia and the Pacific (BCRC China) for the preparation of the Management Measures, since March 2021 to undertake the preparation of the task, the preparation process for the domestic and foreign plastic pollution management related policies, laws and regulations, strategic planning for in-depth study, identified China's business sector in the management of plastic pollution in the status quo and the main issues. In view of the key and difficult issues of legislative work, BCRC China had organized and participated in industry symposiums for many times, conducted detailed research and understanding in Shanghai, Jiangxi and other typical provinces and cities, and conducted special consultations with research institutions and industry experts. After soliciting opinions and repeated revisions, the preparation of the Management Measures was finally completed.

BCRC China has carried out a great deal of work on the full chain of governance of plastic pollution, forming a strong negotiating and technical research team. Firstly, as the core support unit for the Chinese government's negotiations on plastics-related issues, it is the core backbone of the United Nations Environment Assembly's negotiations on an international agreement on plastic pollution, the core backbone of the negotiations on a new international instrument on plastic pollution, and the Basel Convention's technical guidelines on the environmentally sound management of plastic wastes, which were revised by Nana Zhao, Assistant Director, as a representative of the Chinese government, led by the Chinese government, passed the consideration of the Conference of the Parties in May 2023; secondly, it is to support the Ministry of Ecology and Environment's plastic Pollution Control, participating in the formulation and revision of the Technical Code for Pollution Control of Waste Plastics and the Technical Code for Pollution Control of Express Packaging Waste, and supporting the annual supervision and inspection of plastic pollution control, etc.; thirdly, we support the local government in plastic pollution control, and we are the core drafting unit of the Beijing Municipal Plan of Action (2020-2025), and undertakes research on the current status of microplastics in important water bodies in Beijing, plastic pollution control and baseline tracking research on microplastics in Beijing, and also supports Sanya City to do a good job in plastic pollution control; fourth, it implements a number of international cooperation projects, including Sino-Norwegian Cooperation Project on Capacity Building for Reducing Plastic and Microplastic Pollution, research on the flow and environmentally sound management of plastic wastes in Asia-Pacific countries, replacement and recycling of disposable take-away lunch boxes, and overall monitoring and analysis of the implementation of the Basel Convention Waste Plastics Amendment in typical countries.
