2023年5月22日-23日，巴塞尔公约亚太区域中心/斯德哥尔摩公约亚太地区能力建设与技术转让中心（以下简称“亚太中心”）在三亚市成功组织召开第十八届固体废物管理与技术国际会议分论坛--亚太区域塑料废物与POPs管理论坛。论坛以线上线下结合的方式召开，共有来自中国、柬埔寨、马尔代夫、蒙古、缅甸、斯里兰卡等6个国家的代表、科研院所、企业界代表共50余人（线上+线下）参会。会议议题包括斯德哥尔摩公约国家实施计划/国家报告更新、塑料和塑料废物管理、巴塞尔公约区域履约和塑料废物导则讨论、案例分享等四个方面。

 

会议由亚太中心高级咨询顾问Bolikovac Craig主持并致开幕辞。随后，在斯德哥尔摩公约履约方面，来自亚太中心区域化学品管理室项目主管柳思帆介绍了全球NIP更新项目及促进信息传递的电子工具包项目成果，江苏康达检测技术有限公司总经理技术代表麦丰介绍了中国国家监测政策及POPs分析检测等相关技术。在塑料和塑料废物管理方面，亚太中心助理主任赵娜娜介绍了塑料污染防治进展，清华大学环境学院博士后董梦琦介绍了亚太区域一次性塑料及其废物管理战略，海南省生态环境厅禁塑办主任朱金慧介绍了海南省禁塑工作实施进展，海南大学教授马文超介绍了中国洋垃圾禁令后废塑料贸易分析与预测，亚太中心董庆银介绍了“亚洲塑料废物越境转移法规及实施分析”相关成果。来自柬埔寨、马尔代夫、蒙古、缅甸、斯里兰卡的国家代表分别介绍了各国在塑料污染治理、POPs履约及管控方面的管理现状。

 

区域履约和区域塑料技术导则研讨方面，首先，亚太中心董庆银介绍了亚太区域巴塞尔公约塑料附件修订实施进展，中国工程战略咨询中心助理研究员刘懿颉介绍了中国塑料物质代谢研究及废塑料管理，柬埔寨环境部危险废物管理办公室主任 SOPHAL Dyakanal 介绍了柬埔寨塑料废物进出口政策管理演变，亚太中心区域废物室项目主管郝硕硕介绍了塑料废物和再生塑料导则的主要内容，并与与会代表就导则内容进行现场讨论。案例分享方面，布鲁克公司徐媛经理介绍了最新全自动微塑料分析方案，亚太中心董庆银介绍了亚太中心废塑料工作和成果，亚太中心高级咨询顾问Bolikovac Craig介绍了第四届“无废城市”建设高端论坛的主要情况。

 

通过此次会议，与会代表进一步了解和掌握相关国家POPs和塑料废物相关的管理情况以及区域、国际的相关动态，并为亚太中心开展后续的区域活动奠定了良好的基础。

 本次研讨会是全球环境基金“促进《斯德哥尔摩公约》下NIPs和国家报告提交的工具包项目”和“《斯德哥尔摩公约》下POPs全球监测计划的持续区域支持项目”的项目活动之一，也是巴塞尔公约秘书处“亚太地区一次性塑料及其废物环境无害化管理意识提升”和“亚洲塑料废物越境转移法规及实施分析”项目成果的重要分享活动。 

The Basel Convention Regional Centre for Asia and the Pacific and the Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (hereinafter referred to as BCRC China) successfully organized the Asia-Pacific Regional Forum on Plastic Waste and POPs Management as a sub-forum of the 18th International Conference on Waste Management and Technology in Sanya, China, on 22-23 May 2023. The forum was held online and offline, with more than 50 participants from six countries, including China, Cambodia, Maldives, Mongolia, Myanmar and Sri Lanka, as well as representatives from research institutes and enterprises (online and offline). The topics of the meeting included the Stockholm Convention national implementation plan/national report update, plastics and plastic waste management, Basel Convention regional compliance and plastic waste guidelines discussion, and case sharing.

The session was chaired and opened by Bolikovac Craig, Senior Consultant of BCRC China. Subsequently, on Stockholm Convention Compliance, Sifan Liu, Project Manager of Regional Chemicals Management Office from BCRC China, introduced the Global NIP Update project and the e-toolkit project results to promote information transfer, and Feng Mai, Technical Representative of General Manager of Jiangsu Kangda Testing Technology Co., Ltd, introduced China's national monitoring policy and related technologies such as analysis and testing of POPs. In terms of plastics and plastic waste management, Zhao Nana, assistant director of BCRC China, introduced the progress of plastic pollution prevention and control, Dong Mengqi, postdoctoral fellow of the School of Environment, Tsinghua University, introduced the strategy of single-use plastics and their waste management in the Asia-Pacific region, and Zhu Jinhui, director of the Plastic Ban Office of the Ecological Environment Department of Hainan Province, introduced the progress of the implementation of the plastic ban in Hainan Province. Professor Ma Wenchao of Hainan University introduced the analysis and prediction of waste plastic trade after China's foreign waste ban, and Dong Qingyin of BCRC China introduced the relevant results of the "Analysis of Plastic Waste Transboundary Transfer regulations and Implementation in Asia". Representatives from Cambodia, Maldives, Mongolia, Myanmar and Sri Lanka introduced the management status of plastic pollution control, POPs compliance and control in each country.

In terms of regional implementation and regional plastic technical guidelines, first of all, Dong Qingyin of BCRC China introduced the progress of the revision and implementation of the plastic annex of the Basel Convention in the Asia-Pacific region, and Liu Yijie, assistant researcher of the China Engineering Strategy Consulting Center, introduced the research on the metabolism of plastic substances and waste plastic management in China. SOPHAL Dyakanal, Director of the Hazardous Waste Management Office of the Ministry of Environment of Cambodia, introduced the evolution of the policy management of plastic waste import and export in Cambodia, and Hao Shuoshuo, project director of the Regional Waste Room of BCRC China, introduced the main content of the guidelines for plastic waste and recycled plastics, and held a live discussion with the delegates on the content of the guidelines. In terms of case sharing, Manager Xu Yuan of Brooke Company introduced the latest automatic microplastics analysis program, Dong Qingyin of BCRC China introduced the work and results of waste plastics of BCRC China, and Bolikovac Craig, senior consultant of BCRC China, introduced the main situation of the fourth high-end Forum on the construction of "Zero-Waste City".

Through this meeting, the participants further understood and mastered the management situation of POPs and plastic waste in relevant countries, as well as relevant regional and international developments, and laid a good foundation for BCRC China to carry out follow-up regional activities.

The workshop was part of the GEF project "Toolkit Project to promote the submission of NIPs and National Reports under the Stockholm Convention" and "Ongoing Regional Support Project for the Global Monitoring Programme on POPs under the Stockholm Convention". It was also an important activity for the Basel Convention Secretariat to share the results of the project "Awareness Raising of Environmentally sound Management of Single-use plastics and their Wastes in the Asia-Pacific Region" and "Analysis of Regulations and Implementation of Transboundary Movement of Plastic Wastes in Asia".
