    BCRC China participated in the third session of the Intergovernmental Negotiating Committee for an International Instrument on Plastic Pollution
     2023年11月13日-11月19日,旨在制定一项具有法律约束力的塑料污染(包括海洋环境中的塑料污染)国际文书的政府间谈判委员会(简称“INC”)第三届会议在肯尼亚内罗毕召开,并于11月11日和12日召开会议预备会和区域会议。本次会议是应第五届联合国环境大会通过的题为“结束塑料污染:制定具有法律约束力的国际文书”的第 5/14 号决议要求召开,来自全球161个国家、欧盟等经济一体化组织及300余个观察员组织的1900余名代表参加了会议。亚太中心执行主任李金惠教授、助理主任赵娜娜、区域化学品管理室项目主管柳思帆作为中国代表团成员参加会议,并指导清华大学环境学院全球环境国际班(GEP)学生许竣媛、李梓晨、李梓瑞、吴昊聪以亚太中心观察员身份参会学习。
    本届会议主要就INC-2会议未讨论议题及零案文进行了详细讨论。大会设立三个接触组,其中,第一接触组讨论文书的目标及核心管控义务;第二接触组讨论资金、能力建设、技术援助和技术转让、国家计划、遵约和履约等内容;第三接触组讨论INC2未及议题,包括序言、原则、范围、附属机构、最后条款、会间工作等议题。代表们就各议题发表并提交观点,基于零案文进行补充和修改,以作为INC4谈判基础。
    在会议准备阶段和谈判过程中,亚太中心参会代表在原生塑料聚合物、令人关切的化学品和聚合物、有问题和可避免的塑料产品、生产者责任延伸、塑料在整个生命周期的排放和释放、塑料废物管理、范围、会间工作等议题为中国代表团提供了有力技术支持,在大会和接触组的谈判中发挥了重要作用。
    The third session of the Intergovernmental Negotiating Committee (INC) aimed at developing a legally binding international instrument on plastic pollution, including in the Marine environment, was held in Nairobi, Kenya, from November 13 to November 19, 2023, with preparatory and regional meetings on November 11 and 12. The meeting was convened in response to resolution 5/14 of the Fifth session of the United Nations Environment Assembly entitled "Ending Plastic Pollution: Developing a legally binding international instrument" and was attended by more than 1,900 delegates from 161 countries, economic integration organizations such as the European Union and more than 300 observer organizations. Professor Li Jinhui, Executive Director of BCRC China, Zhao Nana, Assistant Director of BCRC China, and Sifan Liu, Project Manager of the Regional Chemicals Management Office, participated in the meeting as members of the Chinese delegation, and guided students from the Global Environment Program (GEP) of the School of the Environment, Tsinghua University, including Xu Junyuan, Li Zichen, Li Zirui, and Wu Haochong, who participated in the meeting as observers of BCRC China.
    The session featured detailed discussions on issues not discussed at the INC-2 meeting and on the zero text. The Conference established three contact groups, of which contact group 1 discussed the objectives and core control obligations of the instrument; contact group 2 discussed finance, capacity-building, technical assistance and technology transfer, national plans, compliance and implementation; and contact group 3 discussed issues that were not addressed in INC2, including the preamble, principles, scope, subsidiary bodies, final clauses, intersessional work and other issues. Delegates expressed and submitted their views on the issues, adding and modifying them on the basis of the zero text to serve as the basis for the INC4 negotiations.
    During the preparatory phase of the Conference and the negotiation process, representatives of BCRC China provided strong technical support to the delegation of China on issues such as virgin plastic polymers, chemicals and polymers of concern, problematic and avoidable plastic products, extended producer responsibility, emissions and releases of plastics throughout the life cycle, plastics waste management, scope, intersessional work, etc., and played an important role in the negotiations in the General Assembly and in the contact group.
