2023年12月12-14日,“2023年防止危险废物非法越境转移的亚洲网络研讨会”(简称“亚洲网络研讨会”)在泰国曼谷召开,受亚洲网络秘书处邀请,亚太中心提名项目主管郝硕硕参加了此次会议。此次研讨会分为两个部分,第一部分为国家更新《巴塞尔公约》监管、实施和环境无害化管理的发展情况并重点关注对电子废物修正案的回应,第二部分为执行和促进事先知情同意程序(PIC)程序的良好做法和挑战。来自12个国家或地区的36名代表和来自国际组织、企业、亚洲网络秘书处等的17名代表参加了本次会议。
根据会议信息显示,在公约监管和实施方面,日本、泰国、新加坡等12个国家或地区对塑料废物和电子废物的定义和进出口管制方面有所差异,在实施巴塞尔公约塑料废物修正案(自2021年1月1日起实施)和电子废物修正案(自2025年1月1日起实施)方面还存在国内法律修订不及时、术语解释不清晰、塑料废物和电子废物类别判断不明确、利益相关方认识不足等多方面的问题和挑战。在PIC运行方面,上述国家或地区面临的挑战包括缺乏联系方式、反馈不及时、废物信息缺失、废物定义不统一、电子化手段缺乏等问题。此外,各国对于“过境”的定义不同也影响了PIC程序的运行,在推进PIC数字化进程方面仍需努力。
研讨会期间,亚洲网络秘书处还组织参会人员现场参观了泰国莱姆查邦口岸海关,了解泰国海关的货物检查系统和具体操作流程;调研了泰国的环境综合治理企业,了解电子废物处理、金属材料回收、垃圾填埋技术情况。
On December 12-14, 2023, the "2023 Asian Webinar on the Prevention of Illegal Transboundary Movement of Hazardous Waste" (referred to as the "Asian Webinar") was held in Bangkok, Thailand. Invited by the Secretariat of the Asian Network, Hao Shuoshuo, Director of the nominated project of the Basel Convention Regional Centre for Asia and the Pacific (BCRC China), participated in the meeting. The workshop was divided into two parts, the first for countries updating the Basel Convention on regulatory, implementation and environmentally sound management developments and focusing on responses to the e-waste amendment, and the second for good practices and challenges in implementing and promoting the Prior Informed Consent Procedure (PIC) process. 36 delegates from 12 countries or regions and 17 representatives from international organizations, enterprises, and the Secretariat of the Asian Network attended the meeting.
According to the conference information, in terms of the regulation and implementation of the Convention, 12 countries or regions such as Japan, Thailand and Singapore have differences in the definition and import and export control of plastic waste and electronic waste. In the implementation of the Basel Convention plastic Waste amendments (since January 1, 2021) and e-waste amendments (since January 1, 2025), there are still many problems and challenges, such as the delay in the revision of domestic laws, unclear terminology interpretation, unclear classification of plastic waste and e-waste, and insufficient awareness of stakeholders. In terms of PIC operation, the challenges faced by the above countries or regions include lack of contact information, lack of timely feedback, lack of waste information, inconsistent definition of waste, lack of electronic means, etc. In addition, the different definitions of "transit" in different countries also affect the operation of PIC procedures, and there is still work to be done to advance the PIC digitization process.
During the workshop, the Secretariat of the Asian Network also organized the participants to visit the customs of Lem chabang Port in Thailand to learn about the cargo inspection system and specific operation procedures of the Thai Customs. The comprehensive environmental treatment enterprises in Thailand were investigated to understand the technical situation of e-waste treatment, metal material recycling and landfill.
