2024年6月4日，中国生态环境部与挪威气候与环境部在京共同举办中挪环境合作研讨会。挪威气候与环境大臣埃里克森（Andreas Bjelland Eriksen）、中国生态环境部国际合作司司长周国梅出席会议并致辞，挪威环境署署长哈姆布罗（Ellen Hambro）发表视频致辞。

 会议期间，在挪威气候与环境大臣埃里克森、中国生态环境部国际合作司司长周国梅和挪威驻华大使馆大使白思娜（Signe Brudeset）的共同见证下，巴塞尔公约亚太区域中心（简称“亚太中心”）综合办公室主任谭全银代表亚太中心与挪威水研究所高级项目官员李美婷（Kathinka Furst）代表挪威水研究所签署了“中挪合作—海洋废塑料与微塑料管理能力建设”二期项目（简称“中挪塑料二期项目”）执行机构合作协议。

 会议还以“塑料污染和危险化学品“为主题设置了专题讨论环节，中国生态环境部固体司副司长温雪峰和挪威气候与环境部塑料问题特别顾问、首席谈判代表雅赫（Sverre Thomas Jahre）做了引导发言，亚太中心区域化学品管理室主任陈源研究员与挪威环境署、挪威陶朗集团、艾伦·麦克阿瑟基金会、生态环境部对外合作与交流中心的代表共同作为嘉宾参与讨论。

 生态环境部为申请单位、亚太中心为执行机构的中挪塑料二期项目，由我国商务部和挪威驻华使馆于2024年4月29日签署合作协议批准。挪威水研究所作为挪方牵头机构，联合挪威环境署共同参与项目的实施。

 中挪塑料二期项目由挪威政府出资1050万挪威克朗、中国配套1000万人民币，拟开展塑料全生命周期框架构建，加强陆海一体化管理能力建设，意识提升和宣传等共四个方面活动，促进我国陆海统筹的塑料废物综合管理能力，为全球塑料污染治理做贡献。本项目计划执行周期为2024年5月至2027年12月。

 项目中方合作单位包括生态环境部固体废物与化学品管理技术中心、生态环境部对外合作与交流中心、华东师范大学河口海岸学国家重点实验室、江西格林循环产业股份有限公司、上海蛮吉光电科技有限公司。

On 4 June 2024, the Chinese Ministry of Ecology and Environment and the Norwegian Ministry of Climate and Environment co-hosted a workshop on Sino-Norwegian environmental cooperation in Beijing. The Norwegian Minister of Climate and Environment, Andreas Bjelland Eriksen, and the Director of the Department of International Cooperation of the Chinese Ministry of Ecology and Environment, Zhou Guomei, attended and delivered speeches, while the Director General of the Norwegian Environment Agency, Ellen Hambro, delivered a video message.

During the meeting, under the joint witness of the Minister of Climate and Environment of Norway, Andreas Bjelland Eriksen, the Director of the Department of International Cooperation of the Ministry of Ecology and Environment of China, Zhou Guomei, and the Ambassador of the Norwegian Embassy in Beijing, Signe Brudeset, Tan Quanyin, Chief of the General Office of the Basel Convention Regional Centre for Asia and the Pacific (BCRC China) represented the BCRC China and Kathinka Furst, Senior Project Officer of the Norwegian Institute for Water Research, on behalf of the Norwegian Institute for Water Research, signed the executive agency Cooperation Agreement for the second phase of the "Sino-Norwegian Cooperation Project on Capacity Building for Reducing Plastic and Microplastic Pollution " (referred to as the "Phase II Project").

The conference also set up a panel discussion on the theme of "plastic pollution and hazardous chemicals", with Wen Xuefeng, Deputy Director General of the Solid Waste and Chemicals Management of the Ministry of Ecology and Environment of China, and Sverre Thomas Jahre, Special Adviser and Chief Negotiator on plastics of the Ministry of Climate and Environment of Norway, giving leading speeches. Chen Yuan, Chief of the Regional Chemicals Management Branch of BCRC China, and representatives of the Norwegian Environment Agency, Tauran Group, Ellen MacArthur Foundation and the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment participated in the discussion as guests.

The Phase II Project, which was applied by the Ministry of Ecology and Environment and executed by BCRC China, was approved by the cooperation agreement signed by the Ministry of Commerce PRC and the Norwegian Embassy in China on April 29, 2024. The Norwegian Institute for Water Research was the Norwegian lead agency and the Norwegian Environment Agency was involved in the implementation of the project.

The Phase II Project funded by the Norwegian government 10.5 million Norwegian krone, China supporting 10 million RMB, to carry out the construction of plastic whole life cycle framework, strengthen land and sea integrated management capacity building, promote awareness and publicity activities in four aspects, to promote China's land and sea integrated plastic waste management capacity, and to contribute to global plastic pollution control. The planned execution period of the project is from May 2024 to December 2027.

The Chinese partners of the project include the Solid Waste and Chemicals Management Technology Centre of the Ministry of Ecology and Environment, the Foreign Cooperation and Exchange Centre of the Ministry of Ecology and Environment, the State Key Laboratory of Estuarine and Coastal Science of East China Normal University, Jiangxi Green Recycling Industry Co., LTD., and Shanghai Manji Photoelectric Technology Co., LTD.
