8月24日-28日,旨在制定一项具有法律约束力的塑料污染(包括海洋环境中的塑料污染)国际文书的政府间谈判委员会(简称“INC”)闭会期间不限成员名额特设专家组会议在泰国曼谷召开。来自全球157个国家和地区的政府提名专家参会。巴塞尔公约亚太区域中心和斯德哥尔摩公约亚太地区能力建设与技术转让中心(以下简称“亚太中心”)助理主任赵娜娜副研究员,亚太中心综合办公室主任谭全银博士作为中国政府提名专家参加会议。
本次会议应INC-4会议要求召开,设立两个闭会期间不限成员名额特设专家组,为INC的工作提供信息和技术支持。第一个专家组对实现文书目标的潜在资金来源和手段进行分析讨论,包括建立财务机制、调整资金流和促进融资的备选方案。第二个专家组就塑料产品、塑料产品中的化学品和产品设计的标准或非标准管理途径进行讨论,主要包括有问题和可避免的塑料制品、令人关切的化学品和针对可回收性与可再利用性的产品设计。会议成果将供委员会在INC-5会议上审议。
会间,亚太中心参会代表参与了第二个专家组会议并发言,在有问题和可避免的塑料制品、针对可回收性与可再利用性的产品设计等议题为中国政府专家团提供了有力的技术支持。

The inter-sessional Open-ended AD Hoc Expert Group meeting of the Intergovernmental Negotiating Committee (INC) to develop a legally binding international instrument on plastic pollution, including plastic pollution in the Marine Environment, was held in Bangkok, Thailand, from 24 to 28 August. Government nominated experts from 157 countries and regions participated in the conference. Nana Zhao, Assistant Director of the Basel Convention Regional Centre for Asia and the Pacific and the Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (hereinafter referred to as the "BCRC China"), and Dr. Quanyin Tan, Chief of General Office of BCRC China, participated in the meeting as experts nominated by the Chinese government.
This meeting was convened in response to the request by INC-4 to establish two intersessional open-ended ad hoc expert groups to provide information and technical support to the work of INC. The first expert group held analytical discussions on potential sources and means of funding to achieve the objectives of the instrument, including options for establishing a financial mechanism, restructuring financial flows and facilitating financing. The second expert group discussed standard or non-standard approaches to the management of plastics products, chemicals in plastics products and product design, including, inter alia, problematic and avoidable plastics products, chemicals of concern and product design for recyclability and reusability. The outcome of the meeting will be considered by the Committee at INC-5.
In the course of the meeting, representatives of BCRC China participated in and made presentations at the second expert group meeting, providing strong technical support to the Government of China's expert mission on issues such as problematic and avoidable plastics and product design for recyclability and reusability.
