2024年11月25日至12月2日凌晨,塑料污染政府间谈判委员会第五次会议(INC-5)在韩国釜山召开。来自178个成员国的1400余名谈判代表,以及来自政府间组织、联合国机构、非政府组织以及媒体的2300余名代表参会。生态环境部副部长郭芳率领由生态环境部、外交部、国家发展和改革委员会、工业和信息化部、财政部、商务部等部门及技术支持单位组成的中国代表团出席会议。亚太中心、环境学院和秀钟书院师生组团参加了会议。其中,亚太中心助理主任赵娜娜副研究员、亚太中心综合办公室主任/环境学院助理研究员谭全银作为中国代表团成员参会,环境学院和秀钟书院学生以亚太中心观察员身份参会。
在会议准备阶段和谈判过程中,环境学院及亚太中心参会代表围绕排放和释放、塑料废物管理、现存塑料污染、公约管控范围、塑料制品及塑料制品中使用的化学品、生产者责任延伸、定义等议题为中国代表团提供了有力的技术支持,在大会和接触组的谈判中发挥了重要作用。
INC-5是按照第五届联合国环境大会决议授权,达成关于塑料污染国际文书的最后一次会议。会议设立了4个接触组,并通过若干闭门的非正式磋商会议的方式推动谈判进程。然而,经过两年时间的5轮正式磋商,各方仍在供应、塑料制品及塑料制品中使用的化学品、资金机制等部分关键议题上存在显著分歧,最终未能在釜山会议上成功达成一致。会议决定INC-5休会,将于2025年择期举行续会,继续就文书进行谈判。
From November 25 to December 2, 2024, the fifth meeting of the Intergovernmental Negotiating Committee on Plastic Pollution (INC-5) was held in Busan, South Korea. More than 1,400 negotiators from 178 member states, as well as more than 2,300 representatives from intergovernmental organizations, United Nations agencies, non-governmental organizations and the media attended. Vice Minister of Ecology and Environment Guo Fang led a Chinese delegation composed of the Ministry of Ecology and Environment, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce and other departments and technical support units to attend the meeting. Teachers and students from Tsinghua University's School of Environment, Xiuzhong College, and the Basel Convention Regional Centre for Asia and the Pacific (BCRC China) attended the meeting.Among them, Zhao Nana, Assistant Director of BCRC China, and Tan Quanyin, Chief of the General Office of BCRC China /Assistant Research Fellow of the School of Environment attended as a member of the Chinese delegation, while students from the School of Environment and Xiuzhong College attended as observers of BCRC China.
In the preparation and negotiation process of the conference, representatives from the School of the Environment and BCRC China provided strong technical support to the Chinese delegation on issues such as discharge and release, plastic waste management, existing plastic pollution, scope of control under the Convention, plastic products and chemicals used in plastic products, extension of producer responsibility, and definition. Played an important role in the negotiations of the General Assembly and the Contact Group.
INC-5 is the last meeting to agree an international instrument on plastic pollution, as mandated by the resolution of the Fifth United Nations Environment Assembly. The Conference established four contact groups and advanced the negotiating process through a number of closed-door informal consultations. However, after five rounds of formal negotiations over two years, the parties still have significant differences on some key issues such as supply, plastic products and chemicals used in plastic products, and financial mechanisms, and finally failed to reach an agreement at the Busan meeting. The meeting decided to adjourn INC-5 and will hold a resumed session in 2025 to continue negotiations on the instrument.
