2025年3月3日，挪威驻华使馆环境参赞Elin Merete Økstad女士、挪威气候与环境部塑料污染政府间谈判委员会首席代表Erlend Draget先生、挪威海洋研究所/卑尔根大学主任Peter Haugan教授等一行九人访问巴塞尔公约亚太区域中心（以下简称“亚太中心”），就“中挪合作—海洋废塑料及微塑料管理能力建设项目（二期）（简称“中挪塑料二期项目”）”实施进展和我国塑料污染治理现状开展交流。亚太中心执行主任李金惠教授、助理主任赵娜娜、综合办公室主任谭全银、区域化学品管理室主任陈源等人接待此次访问。

亚太中心综合办公室主任谭全银全程主持，Elin女士在介绍来访目的时表示，中国和挪威在环境领域开展了多个合作项目，塑料污染是挪威非常关注的环境议题，很高兴与亚太中心开展中挪塑料二期项目。亚太中心执行主任李金惠教授表示中挪塑料一期项目取得令双方都很满意的成果，二期项目各项活动顺利开展，希望未来能与挪威开展更多的合作与交流。

报告环节，亚太中心区域化学品管理室主任陈源介绍了中挪塑料二期项目的整体活动设计与实施进展。亚太中心助理主任赵娜娜介绍了中国塑料废物的污染治理现状。在交流环节，双方就可降解塑料与微塑料、海洋废塑料的回收机制、国际留学生培养等议题进行深入交流。

On March 3, 2025, a nine-member delegation including Ms. Elin Merete Økstad, Counsellor, Climate and Environment, Royal Norwegian Embassy in Beijing, Mr. Erlend Draget, Lead Negotiator INC Plastic Pollution, Norwegian Ministry of Climate and Environment , and Prof. Peter Haugan, Policy Director, Institute of Marine Research and Director of the Geophysical Institute, University of Bergen, visited the Basel Convention Regional Centre for Asia and the Pacific (hereinafter referred to as "BCRC China"). The visit focused on the implementation progress of the "Sino-Norwegian cooperation project on capacity building for reducing plastic and microplastic pollution (SINOPLAST II) " (abbreviated as "Phase II Project") and China's current status in plastic pollution governance. The delegation was received by Prof. Li Jinhui, Executive Director of BCRC China, Ms. Zhao Nana, Assistant Director of BCRC China, Mr. Tan Quanyin, Chief of General Office of BCRC China, and Mr. Chen Yuan, Chief of the Regional Chemicals Management Branch of BCRC China.

Director Tan Quanyin presided over the meeting. Introducing the purpose of the visit, Ms. Elin Økstad said that China and Norway have implemented multiple cooperative projects in environmental fields, emphasizing that plastic pollution remains a key environmental concern for Norway, and expressed pleasure in collaborating with BCRC China on the Phase II project. Prof. Li Jinhui noted that the Phase I project had yielded highly satisfactory results for both parties, and expressed confidence in the smooth progression of Phase II activities while anticipating expanded bilateral cooperation.

During the reporting session, Director Chen Yuan elaborated on the overall design and implementation progress of the Phase II project. Assistant Director Zhao Nana delivered a comprehensive report on China's current governance framework for plastic waste pollution. The subsequent exchange session facilitated in-depth discussions on multiple critical issues including biodegradable plastics and microplastics management, marine plastic waste recycling mechanisms, and international student training programs.
