Fifth Asia-Pacific Regional Chemicals Workshop Convenes in Beijing
2025年7月7日,依托第二十届固体废物管理与技术国际会议,斯德哥尔摩公约亚太地区能力建设与技术转让中心/巴塞尔公约亚太区域中心(以下简称“亚太中心”)主办了第五届亚太区域化学品研讨会(以下简称“研讨会”),研讨会邀请生态环境部固体废物与化学品司、生态环境部固体废物与化学品管理技术中心、农业农村部农药鉴定所代表和来自印度、巴基斯坦相关领域专家学者线下参会,及来自柬埔寨、马尔代夫、蒙古、越南、阿曼等国家相关部门的30名代表线上参加。
研讨会由亚太中心区域化学品管理室主任陈源博士主持,围绕国际化学品环境管理最新进展、国际公约履约、公众意识提升、能力建设等议题进行讨论交流。与会专家分享了中国在化学品环境管理法规标准体系的实践经验,介绍了亚太中心未来四年的工作计划,探讨了鹿特丹公约化学品审查委员会的工作机制与挑战,交流了中国履行PIC公约管控高危害农药的经验与贡献,展示了中挪合作项目在塑料污染治理方面的进展与规划,并听取了马尔代夫和印度在化学品管理领域的现状、挑战与发展方向。此次会议促进了亚太地区的信息共享、经验交流与合作,为该区域化学品管理体系的健全发展奠定了基础。
自2015年以来,亚太区域化学品研讨会已组织召开五届,其主要目的是为亚太区域国家提供化学品环境管理和履约相关知识和信息交流平台,助力各国提升化学品环境管理和国际公约履约能力。
The Stockholm Convention Regional Centre/Basel Convention Regional Centre for Asia and the Pacific (BCRC China) hosted the Fifth Asia-Pacific Regional Chemicals Workshop alongside the 20th International Conference on Solid Waste Management & Technology.
The Workshop brought together representatives from the Ministry of Ecology and Environment of China, the Solid Waste and Chemical Management Technology Centre, the Institute for the Control of Agrochemicals under the Ministry of Agriculture and Rural Affairs, and experts from India and Pakistan on-site, while 30 participants from Cambodia, Maldives, Mongolia, Viet Nam, and Oman joined online.
Chaired by Dr. Yuan Chen, Head of BCRC China’s Regional Chemicals Management Unit, the Workshop focused on recent developments in international chemicals and waste governance, treaty implementation, public awareness, and capacity building.
Experts shared China’s experiences in developing a regulatory and standards framework for chemicals management, presented BCRC China’s four-year work plan, discussed the mechanisms and challenges of the Rotterdam Convention’s Chemical Review Committee, highlighted China’s contributions in controlling highly hazardous pesticides under the PIC Convention, and outlined progress and future plans of the Sino-Norwegian cooperation project on plastic pollution management. Delegates from Maldives and India also introduced national practices, challenges, and development directions.
Since its launch in 2015, the Asia-Pacific Regional Chemicals Workshop has served as a platform for knowledge exchange and cooperation. The fifth edition further strengthened regional collaboration, laying the groundwork for more effective chemicals management systems and supporting countries in meeting their international obligations.
