2025年9月26日，挪威环境署署长Hilde Singsaas女士、挪威驻华使馆环境参赞Joar Lønning Strand先生等一行5人访问巴塞尔公约亚太区域中心（以下简称“亚太中心”）。亚太中心执行主任李金惠（清华大学环境学院教授）、助理主任赵娜娜、综合办公室主任谭全银（清华大学环境学院助理研究员）、区域化学品管理室主任陈源、区域废物管理室主任董庆银等接待此访问。

Hilde Singsaas女士在发言中表示“中挪合作海洋废塑料与微塑料管理能力建设项目”（简称“中挪塑料项目”）为双方交流搭建重要平台，双方在塑料和海洋垃圾领域开展大量交流；并介绍了此次来访希望更多了解亚太中心在废物和化学品领域开展的工作。李金惠教授代表亚太中心致欢迎辞，对挪威代表团的到访表示诚挚欢迎；并表示中挪塑料项目进展顺利，在项目框架下，双方开展了丰富的交流活动，希望未来能与挪威开展更多的合作与交流。此次来访活动由谭全银主持。

交流中，赵娜娜助理主任系统介绍了亚太中心的职能架构以及在固体废物和化学品领域开展的相关工作。双方在讨论环节深入交换意见，重点探讨了塑料污染和固体废物管理实践，以及亚太中心在促进科学对于政策制定的支撑方面的经验。李金惠教授强调，期待在既有合作基础上，进一步拓展中挪在环境治理领域的务实协作。

中挪塑料项目是中国和挪威政府在中挪发展合作框架下的项目之一，生态环境部为申请单位，亚太中心为执行单位。一期项目实施期2019年12月-2023年6月，二期项目实施期2024年5月-2027年12月。在一期项目基础上，二期项目将进一步通过提高中国基于整个生命周期方法的塑料管理能力，提高行业企业、公众对生产生活改变的适应能力，为我国塑料和微塑料相关政策的实施提供支持。

 

On September 26, 2025, a five-member delegation including Ms. Hilde Singsaas, Director General of the Norwegian Environment Agency, and Mr. Joar Lønning Strand, Environment Counsellor at the Royal Norwegian Embassy in Beijing, visited the Basel Convention Regional Centre for Asia and the Pacific (hereinafter “BCRC China”). The delegation was received by Prof. Jinhui Li, Executive Director of BCRC China (Professor, School of Environment, Tsinghua University), Nana Zhao, Assistant Director of BCRC China, Dr. Quanyin Tan, Chief of the General Office of BCRC China (Assistant Professor, School of Environment, Tsinghua University), Dr. Yuan Chen, Chief of the Regional Chemicals Management Branch of BCRC China, and Mr. Qingyin Dong, Chief of the Regional Wastes Management Branch of BCRC China.

In her opening remarks, Ms. Singsaas noted that the Sino-Norwegian Cooperation Project on Capacity Building for Reducing Plastic and Microplastic Pollution (hereinafter “SINOPLAST II”) has provided an important platform for bilateral exchange, enabling extensive engagement on plastics and marine litter. She added that this visit aimed to learn more about BCRC China’s work across the chemicals and waste agenda. On behalf of BCRC China, Prof. Li extended a warm welcome to the Norwegian delegation. He highlighted the smooth progress of SINOPLAST II to date and the rich portfolio of exchanges carried out under the project framework, expressing hope for broader and deeper cooperation with Norway going forward. The meeting was chaired by Dr. Quanyin Tan.

During the exchange, Assistant Director Nana Zhao presented a structured overview of BCRC China’s mandate and organizational setup, as well as ongoing work in solid waste and chemicals management. In the ensuing discussion, both sides held in-depth exchanges on plastic pollution and solid waste management practices, and on BCRC China’s experience linking science and policy for decision support. Prof. Li emphasized that, building on the existing foundation, BCRC China looks forward to further expanding pragmatic Sino-Norwegian collaboration in environmental governance.

SINOPLAST II is one of the projects under the Sino-Norwegian development cooperation framework, proposed by the Ministry of Ecology and Environment of the PRC, with BCRC China serving as the executing agency. SINOPLAST I ran from December 2019 to June 2023; SINOPLAST II runs from May 2024 to December 2027. Building on SINOPLAST I, SINOPLAST II will further enhance China’s capacity for plastics management based on a whole-life-cycle approach, strengthen the ability of industry and the public to adapt to changes in production and consumption, and support the implementation of national policies related to plastics and microplastics.
