Zambia hosts national capacity-building training on Basel Convention Plastic Waste Amendments
2025年7月15日至17日，赞比亚环境管理局(ZEMA)在卢萨卡举办了“无害环境塑料管理项目”框架内的国家能力建设培训，并得到《巴塞尔公约》《鹿特丹公约》《斯德哥尔摩公约》秘书处的支持及挪威零售商环境基金(NREF)的资助。本次培训旨在通过针对性的能力建设，提升国家层面执行《巴塞尔公约》塑料废物修正案的能力，尤其是面向环境管理部门代表、海关及边境执法人员以及相关私营部门(清关和货运代理机构)代表。核心内容包括：履行公约义务与程序、加强塑料废物越境转移管控、推进塑料垃圾分类、打击废物非法贩运及运用国际工具支持政策落地，以协同保护人类健康与环境安全。
From 15 to 17 July 2025, the Zambia Environmental Management Agency (ZEMA) hosted an in-person national training in Lusaka to strengthen enforcement of the Basel Convention and its Plastic Waste Amendments (PWA), with support from the BRS Secretariat and funding from the Norwegian Retailers Environment Fund (NREF) under the project “Environmentally Sound Plastic Management”.
The training targeted representatives from environmental authorities, customs and border enforcement, and relevant private-sector actors (including clearing and forwarding agencies). Participants focused on core implementation priorities, including: (i) Convention obligations and procedures; (ii) improving control of transboundary movements of waste, including plastic waste; (iii) plastic waste classification; (iv) preventing and combating illegal traffic in waste; and (v) tools available to support Parties’ efforts to implement the PWA—ultimately contributing to the protection of human health and the environment.
