    BRS Secretariat and FFEM join forces with €2 million to tackle plastic pollution in Cabo Verde, Senegal, and Francophone West Africa
    2025年8月8日,巴塞尔、鹿特丹和斯德哥尔摩公约(以下简称“三公约”)秘书处与法国全球环境基金(FFEM)在瑞士日内瓦签署200万欧元融资协议,以解决佛得角、塞内加尔和西非法语区十国(贝宁、布基纳法索等)的塑料污染问题。该为期三年的区域塑料污染治理项目旨在通过强化国家法律与政策框架以履行《巴塞尔公约》义务并管控塑料废物越境转移,同时为全球塑料条约做准备。在佛得角重点推动酒店行业无塑料替代方案、安装微塑料过滤器及建立社区回收网络,在塞内加尔构建废弃渔网/塑料袋回收体系以创造循环经济就业;并通过制定跨境管理合作计划、开展政府执法培训、设立无塑料学校及媒体宣传、提升公众意识进行区域能力建设。项目获挪威技术工具支持及两国政府实物捐助,通过联动政府、企业与民间组织,推动塑料生命周期转型,改善区域环境与健康安全。
    On 8 August 2025 in Geneva, Switzerland, the BRS Secretariat and the French Facility for Global Environment (FFEM) signed a €2 million financing agreement to address plastic pollution in Cabo Verde, Senegal, and 10 Francophone West African countries (Benin, Burkina Faso, Chad, Côte d’Ivoire, Guinea, Guinea-Bissau, Mali, Mauritania, Niger, and Togo). The three-year regional project will strengthen national capacities to reduce plastic pollution, improve the environmentally sound management of plastic waste, and protect human health and the environment—while also helping participating countries prepare for future requirements under a forthcoming global plastics treaty.
    Building on tools developed with Norwegian support and backed by in-kind contributions from Cabo Verde and Senegal, the initiative will combine policy and enforcement strengthening with practical, on-the-ground pilots. In Cabo Verde, activities will promote plastic-free solutions in the hotel sector, including microplastic filtration and localized collection systems. In Senegal, the project will support circular solutions such as recovery systems for discarded fishing gear and plastic bags, creating jobs and value through improved waste management. Regional capacity-building will include cooperation plans for transboundary movement controls, enforcement training, awareness initiatives (including school-based actions), and broader public outreach—mobilizing governments, businesses, communities, and civil society to accelerate a life-cycle transition on plastics.
