2025年11月18日，挪威—中国发展与环境合作2025年度磋商会议在北京挪威驻华使馆顺利召开。本次会议由挪威驻华使馆主办，挪威驻华使馆发展参赞Joar Lønning Strand先生主持。来自中国商务部、生态环境部、中国环境与发展国际合作委员会、中国环境科学研究院、生态环境部南京环境科学研究所、生态环境部对外合作与交流中心以及巴塞尔公约亚太区域中心（简称“亚太中心”）等多家单位的二十余位代表出席会议，并就六个中挪合作项目的推进情况作了汇报。

亚太中心区域化学品管理室主任陈源研究员作为“中挪合作—海洋废塑料及微塑料管理能力建设二期项目”（简称“中挪塑料项目”）技术负责人代表项目团队汇报了项目总体进展及下一阶段工作计划。Joar Lønning Strand先生对中挪塑料项目已取得的成果与执行情况表示高度赞赏。亚太中心区域化学品管理室项目主管石国英一同参加了会议。

中挪塑料项目由中国商务部和挪威驻华使馆签署合作协议批准，生态环境部为申请单位，亚太中心为执行机构，与挪威水研究所联合牵头实施。亚太中心执行主任李金惠（清华大学环境学院教授）和谭全银（清华大学环境学院助理研究员）作联合负责人。一期项目于2019年11月29日获批并于2023年6月30日结题。作为中国首个统筹陆海塑料污染防治的双边项目，一期项目为中国提升海洋废塑料和微塑料管理能力作出了积极贡献。二期项目于2024年4月29日获批，计划执行周期为2024年5月至2027年12月，项目旨在提升我国陆海统筹的塑料废物综合管理能力，为全球塑料污染治理作出贡献。

 

On November 18, 2025, the Norway China Development and Environment Cooperation Annual Meeting was held at the Norwegian Embassy in Beijing. The Annual Meeting was hosted by the Norwegian Embassy in Beijing and chaired by Mr. Joar Lønning Strand, Development Counsellor of the Norwegian Embassy. Representatives from Ministry of Commerce, PRC (MOFCOM) and Ministry of Ecology and Environment, PRC (MEE), and delegates of the bilateral projects under the cooperation, including China Council for International Cooperation on Environment and Development (CCICED), Chinese Research Academy of Environmental Sciences (CRAES), Nanjing Institute of Environmental Sciences (NIES), Foreign Environmental Cooperation Center of MEE (FECO), Basel Convention Regional Centre for Asia and the Pacific (BCRC China) attended the Annual Meeting and reported the progress on six Sino-Norwegian cooperation projects.

Dr. Chen Yuan, Chief of the Regional Chemicals Management Branch, BCRC China, served as the technical lead of the "Sino-Norwegian cooperation project on capacity building for reducing plastic and microplastic pollution (SINOPLAST II)". On behalf of the SINOPLAST II, she presented the overall progress and next steps. Mr. Joar Lønning Strand expressed high appreciation for the achievements and implementation of the SINOPLAST II. Ms. Shi Guoying, the programme officer of BCRC China also attended the Annual Meeting.
