On May 18, the UK Department for Environment, Food and Rural Affairs and the Environment Agency announced reforms to tighten controls on waste carriers and reduce illegal waste dumping. The planned changes will move operators from a simple registration system to a permit-based system, requiring stronger identity and criminal record checks, proof of technical competence, and expanded enforcement powers. The government said the reforms form part of its Waste Crime Action Plan and are intended to prevent rogue operators from exploiting gaps in the current system. Key changes are expected to come into force in 2027.
