Export restrictions for final disposal
The Environment Protection Law No.30 of 2002, The Rules on the Transboundary Movement of Hazardous Wastes, 1997, published by the State of Qatar and the relevant protocol under the Kuwait Convention, 1978.
The restriction covers state of Qatar and the signatories of the protocol of the Kuwait Convention & Basel convention Parties.
Export of hazardous waste and other wastes is banned unless the necessary facilities and technical capacity to deal with such wastes in an environmentally sound manner are not available in Qatar. The State of Qatar will ensure the disposal of the wastes in question will be exported to a country which can deal with the waste in an environmentally sound manner.
Export restrictions for recovery
Law No. 30 of 2002 on Environment Protection, and its executive regulations after Ministerial Decree. 4 of 2005.
The restriction covers state of Qatar and the signatories of the protocol of the Kuwait Convention & Basel convention Parties, and covered all types of wastes that can be reused, recycled, recovered and/or regenerated e.g. Mercury containing wastes, lead containing wastes, spent catalysts, organic solvents, etc.
However, the competent authority of the importing country must approve the import and certify the availability of appropriate facilities for treatment and recovery.
Import restrictions for final disposal or recovery
The Environment Protection Law No.30 of 2002 and The Rules on the Transboundary Movement of Hazardous Wastes, 1997 of the State of Qatar. The Kuwait Regional Convention for Cooperation on the Protection of the Marine Environment from Pollution, 1978.
The restriction covers all signatory states to the mentioned Conventions.
According to the article No. 24 of the law No.30 of 2002, and to section 3 of the Rules, the import of hazardous wastes and other wastes into the national territory is prohibited
Transit restrictions
According to the article No. 24 of the law No.30 of 2002, and to section 3 of the Rules, the import, transit, disposal, landfilling, injection, or dumping of hazardous wastes and other wastes into the national territory is prohibited. Transit of ships carrying hazardous and other wastes within the national waters or the economic zone; is also prohibited without a permit from the competent authorities.
The transit of hazardous wastes and other wastes through the national territory is prohibited except in such cases where a specific approval is obtained from Ministry of Environment in the State of Qatar.
