On April 1-2, 2025, the final project validation meeting on “Testing of Inventory Guidance of Plastic Waste and Technical Guidelines on the environmentally sound management (ESM) of Plastic Waste” was successfully held in Beijing, China. The meeting was organized by Basel Convention Regional Centre for Asia and the Pacific (BCRC China), inviting over 20 representatives from Secretariats of the Basel, Rotterdam and Stockholm Conventions, Department of Ecology and Environment of Hainan Province in China, Climate Change Research and Cooperation Centre of Mongolia (CCRCC Mongolia), Peking University, World Wildlife Fund, China Plastic Processing Industry Association, China Synthetic Resin Association, China Environment News, Shenzhen Zero Waste Environmental Protection Public Welfare Development Center, TES AMM (Beijing) Co., Ltd. and Henan Circular Industry Technology Co., Ltd.
The meeting was chaired by Nana Zhao, Assistant Director of BCRC China. The Chief of Regional waste management branch of BCRC China Qingyin Dong and technical assistant Juan Liu, and Director of CCRCC Mongolia Choikhand Janchivlandan, shared the key outcomes of pilot testing on inventory guidance and ESM technical guidelines in Hainan Province, China and Mongolia, respectively. The participants discussed the application effects and limitations of inventory guidance toolkit, applicability and differences of methodology, promotion effect of technical guidelines on the plastic waste industry, pilot experience and further improvement suggestions, and next steps. On April 2, the meeting organized participants to visit the Aihuishou recyclables sorting center of Tongzhou District of Beijing City.
In December 2023, Secretariats of the Basel, Rotterdam and Stockholm Conventions entrusted BCRC China to implement the project “Testing of Inventory Guidance of Plastic Waste and Technical Guidelines on the ESM of Plastic Waste”. Mongolia and Hainan Province, China were selected as pilot regions to conduct testing including plastic products put on the market, plastic waste generation and plastic waste flow in the management systems under the inventory guidance, legislative and regulatory framework, waste prevention and minimization, and mechanical recycling under the technical guidelines. The project provides experience and reference for the application on the inventory guidance and technical guidelines. The implementation period of the project is from December 2023 to April 2025.
