The International Zero-waste City Network is a global network initiated by Basel Convention Regional Centre for Asia and the Pacific (BCRC China) in 2022 and co-sponsored by BCRC Argentina, BCRC Egypt, BCRC Indonesia, BCRC Iran, BCRC Russia, BCRC South Africa, and BCCC Uruguay.
Objectives
The International Zero-waste City Network aims to advance global sustainable development by fostering mutual learning and coordinated growth among cities worldwide, with a particular focus on the Asia-Pacific region. It supports the implementation of international agreements, including the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, and promotes cooperation and exchange in source reduction, resource utilization, and environmentally sound management of solid waste. The Network seeks to disseminate the zero-waste concept and international best practices, contributing to the achievement of global zero-waste goals.
Organizational Structure
1.The International Zero-waste City Network (hereinafter referred to as the "Network") is initiated by the Basel Convention Regional Centre for Asia and the Pacific (BCRC China). Focal points of the Basel Convention, relevant United Nations agencies and other Basel Convention Regional Centres may join the Network as co-sponsors.
2.The Network consists of Members and Observers.
3.Provincial and municipal governments worldwide may apply for membership, regardless of geographic location, population size, or economic development level.
4.Associations, universities, research institutions, and group enterprises may apply as observers. The number of observers should generally not exceed that of members.
5.The Network Secretariat is hosted by BCRC China.

As of March, 2026, the Network have 79 memberships, including 7 provinces, 62 cities, 8 BCRCs, and 2 observer cities.
