To deepen regional environmental governance cooperation and promote the green "Belt and Road" initiative, at the invitation of Mongolia's Ministry of Environment and Climate Change (hereinafter referred to as the "Mongolian Ministry of Environment"), the Basel Convention Regional Centre for Asia and the Pacific (hereinafter referred to as BCRC China) organized relevant units to carry out an exchange and study visit to Mongolia in the fields of solid waste and chemicals from August 23 to 27, 2026, and participated in the Green Zone activities of the 17th Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD COP17). The four-member delegation consisted of Ms. Chen Yuan, Assistant to the Director of the BCRC China; Mr. Dong Qingyin, Chief of Regional Waste Management Branch of BCRC China; Mr. Wu Yang, Chairman of Shenzhen Lühuan Renewable Resources Development Co., Ltd.; and Ms. Shen Xing, Director of the Solid Waste Treatment and Utilization Professional Committee of the Guizhou Provincial Environmental Protection Industry Association. The delegation successively visited Mongolian ministries and commissions including the Ministry of Environment and the Ministry of Energy, toured research institutions and platforms including the National University of Mongolia, the Mongolian University of Science and Technology, the Mongolian Academy of Sciences, and the China-Mongolia Mineral Processing Technology "Belt and Road" Joint Laboratory, and conducted on-site surveys of recycling enterprises such as the waste lead-acid battery treatment company ElectroChem and the waste plastic treatment company TML Plastic. In-depth exchanges were held on topics including solid waste management policies, transboundary movement of hazardous waste, and chemical environmental governance.
BCRC China Participates in UNCCD COP17 Green Zone Exhibition
At the invitation of the Mongolian Ministry of Environment, BCRC China participated in the UNCCD COP17 Green Zone activities and set up a booth. During the event, BCRC China and the Mongolian Ministry of Environment jointly held a certificate presentation ceremony for seven provinces and cities joining the "International Zero-waste City Network." Mr. Sh. Batbayar, State Secretary of the Mongolian Ministry of Environment, and Mr. Enkhmunkh Ganbold, Director of the Policy Implementation Department, made a special visit to BCRC China booth and held in-depth exchanges with delegation representatives on solid waste and chemicals environmental management needs. The delegation also held in-depth exchanges and cooperation discussions with Mr. Unurbayar Gombosuren, Governor of Zavkhan Province; Mr. Ulam-Orgikh Tseden, Director of the Provincial Environment Bureau; and Mr. Yadambayar Batochir, Deputy Mayor of Darkhan City, on topics including future whole-process solid waste management and the construction of utilization and disposal facilities.

Exchange with Government OfficialsDuring the discussion at the Mongolian Ministry of Environment, the delegation gained a detailed understanding of the current situation and challenges of solid waste classification, recycling, and harmless treatment in Mongolia, and shared China's policy experience and technological achievements in related fields. During the visit to the Ministry of Energy, the delegation held discussions with Mr. Enkhtuvshin, Director of the Policy Planning Department, and relevant responsible persons, exchanging views on topics including solar power generation, energy storage, and resource utilization of industrial waste, and explored environmental management issues and potential cooperation directions for waste generated during the development of the new energy industry.

Exchange at the Ministry of EnergyThe delegation successively visited the National University of Mongolia and the Mongolian University of Science and Technology for exchanges. It held discussions with Professor Sonomdagva Chonokhuu, Dean of the School of Engineering and Technology at the National University of Mongolia; Professor Soyol-Erdene Tseren-Ochir of the Environmental Development Technology Center; Professor Adiyajav Ganbold, Vice Dean of the School of Civil Engineering and Architecture at the Mongolian University of Science and Technology; and Professor Davaatseren Jigmed, Head of the Department of Environmental Engineering, among others. They conducted in-depth discussions on the possibility of joint research in the resource utilization of solid waste, including medical waste, waste photovoltaic panels, batteries, and other solid waste from the new energy industry. At the Mongolian Academy of Sciences, the Asia-Pacific Centre exchanged with Enkhtuul Surenjav of the Institute of Chemistry and Chemical Technology on their monitoring experience and current capacity regarding chemicals such as persistent organic pollutants (POPs) and mercury. Meanwhile, the delegation also visited the China-Mongolia Mineral Processing Technology "Belt and Road" Joint Laboratory and discussed mining and processing technologies for metal minerals such as gold, silver, copper, and zinc in Mongolia, as well as waste resource utilization technologies.

To promote industry exchanges, the delegation surveyed the existing treatment equipment and technical processes of the waste lead-acid battery treatment company ElectroChem, inspected the waste PET bottle recycling technology, treatment facilities, and recycled products of the waste plastic treatment company TML Plastic, and held consultations on potential cooperation matters such as raw material sources, treatment capacity improvement, technology introduction, and equipment upgrading, laying a solid foundation for subsequent cooperation between relevant industries in China and Mongolia.

In January 2026, the BCRC China signed a Memorandum of Understanding on Cooperation with the Mongolian Ministry of Environment in Beijing. Both parties reached a cooperation consensus in areas such as the environmentally sound management of chemicals and waste and "Zero Waste" actions. This visit was an important activity for implementing the Memorandum of Understanding on Cooperation. The Asia-Pacific Centre will continue to play its platform role in joint technology research and industrial win-win cooperation, fully mobilizing domestic technological, industrial, and scientific research resources, and promoting more substantive outcomes in the fields of chemicals and waste governance between relevant Chinese and Mongolian parties.
