近日，巴塞尔公约亚太区域中心正式发布《Guidance on Management of Plastic Waste and Recycled Plastics》（《废塑料和再生塑料管理导则》，简称“导则”），导则旨在分享国际废塑料管理进展和亚太区域国家废塑料和再生塑料的管理模式、经验与理念，促进塑料废物的环境无害化管理。

 

该导则结合巴塞尔公约技术导则（technical guidelines）的特点，包括介绍、巴塞尔公约和相关国际协定废塑料管理要求、塑料废物与非塑料废物、废塑料和再生塑料指南、废塑料识别和环境无害化管理实操、塑料废物管理案例、参考文献以及附件等8个部分。文件重在塑料废物全过程环境无害化管理的理念宣传，并针对再生塑料相关性能指标提出了要求，以期推动废塑料和再生塑料的全过程管理，促进行业进一步发展。

 

2023年5月，清华大学环境学院/巴塞尔公约亚太区域中心组织召开“亚太区域塑料废物与POPs管理论坛”。论坛以线上线下结合的方式召开，共有来自中国、柬埔寨、马尔代夫、蒙古、缅甸、斯里兰卡等6个国家的代表、科研院所、企业界代表共50余人（线上+线下）参会，会议从各国固体废物尤其是塑料废物管理现状等角度入手，分享各国废物管理状况和巴塞尔公约履约进展、塑料修正案实施情况，探讨区域国家塑料废物管理实践。在研讨会上，各国代表就导则文件初稿进行了讨论，并提出了文件修改完善意见。经进一步完善修改后，导则由巴塞尔公约亚太区域中心批准发布。

Recently, the Basel Convention Regional Centre for Asia and the Pacific (BCRC China) officially released the Guidance on Management of Plastic Waste and Recycled Plastics, which is aimed at sharing international progress on plastic waste management and the management models, experiences and concepts of plastic waste and recycled plastics in Asia-Pacific countries, and to promote environmentally sound management of plastic waste.

The guidelines combine the features of the Basel Convention's technical guidelines and consist of eight parts, including an introduction, requirements for the management of waste plastics under the Basel Convention and related international agreements, plastic and non-plastic wastes, guidelines on waste plastics and recycled plastics, identification of waste plastics and practical exercises for their environmentally sound management, cases of plastic waste management, references and annexes. The document focuses on the promotion of the concept of environmentally sound management of the whole process of plastic waste and puts forward requirements for the relevant performance indicators of recycled plastics, with a view to promoting the whole-process management of waste plastics and recycled plastics and facilitating the further development of the industry.

In May 2023, the Tsinghua University School of Environment/Basel Convention Regional Centre for Asia and the Pacific organized the Asia-Pacific Regional Forum on Plastic Waste and POPs Management. The forum was held online and offline, with more than 50 participants from 6 countries, including China, Cambodia, Maldives, Mongolia, Myanmar and Sri Lanka, as well as representatives from research institutes and enterprises (online and offline). The meeting shared information on the status of waste management in each country, the progress of compliance with the Basel Convention, the implementation of the plastics amendment, and explored the plastic waste management practices of countries in the region. During the workshop, representatives from various countries discussed the first draft of the guidelines and made suggestions for their improvement. After further refinement, the guidelines were approved for publication by BCRC China.
