2015年6月16日中国荧光灯管收集和处理示范项目成都废荧光灯管理政策研讨会在成都市政府第四办公区召开。来自清华大学、北京市固体废物与化学品管理中心、北京生态岛科技有限公司、成都市发改委、成都市经信委、成都市机关事务管理局、成都市城管委、成都市环境保护局、成都市固体废物管理中心以及成都项目组示范单位四川省机场集团、成都市地铁公司、高新区石羊街道办、成都兴蓉危险废物处置中心等共计25位代表出席了此次会议。会议由来自于成都市环境保护局工业处处长吴清南主持，成都市固体废物管理中心副主任聂鑫淼首先介绍了项目成都的总体执行情况，清华大学单桂娟博士对目前国内废荧光灯生产收集和处理回收的现状进行了介绍。

基于各项报告，参会代表一致肯定了项目实施的重要意义，并指出：首先，政府要加强宣传，引导公众自觉参与是做好废荧光灯收集与处理工作的基础。其次，抓好项目试点工作，积累示范经验是做好灯管废荧光灯收集与处理的有效途径。然后，要建设政策保障机制、生产企业回收机制、收集网络机制与处置机制，标本兼治是做好灯管废荧光灯收集与处理的关键。废荧光灯的管理社会效益大于经济效益，其管理工作需要政府牵头。政策保障机制应在规划上定位，在市与省级环保部门进行顶层设计，从政策上进行引导。收集网络机制建设，要统筹考虑，可利用现有的环卫垃圾收集机制结合荧光灯管特点单独设置一个收集容器。最后，要加强执法，依法监管是废荧光灯收集与处理的保证。大型公司，企事业单位如不按照法律法规的收集处理，进行处罚曝光，将企业纳入环境信誉等级评价，限制其在融资贷款方面的工作。总之，要通过示范项目，积累经验逐步推广。从制度设计，设施建设，收集网络，监管方面做好标本兼治。此次政策研讨会，为成都市废荧光灯管理工作的推动打下了坚实的基础，为后续工作指明了方向。

 

On June16th, 2015, city-level policy workshop on waste fluorescent lamps (WFLs) management was held in the 4th district office, Chengdu municipal government. Total of 25 delegates from Tsinghua University, Beijing Solid Waste and Chemical Management Center, Beijing Ecological Island Science and Technology Co Ltd, Chengdu Development and Reform Commission, Chengdu Economic Development Committee, Chengdu Government Offices Administration, Chengdu Urban Management Committee, Chengdu Environmental Protection Bureau, Chengdu Solid Waste Management Center, Chengdu Xingrong Hazardous Waste Disposal Center, and the representatives of pilot communities and group consumers, including Sichuan Airport Group, Chengdu Metro Inc, Shiyang Street Office of Hi-tech Zone, etc. attended the meeting, which was presided over by Director Qingnan Wu from Industrial Department, Chengdu Environmental Protection Bureau. Firstly Director Xinmiao Nie from Chengdu Solid Waste Management Center introduced the overall implementation of the project in Chengdu, and then Dr. Guijuan Shan from Tsinghua University gave a brief introduction about the current status of the WFLs collection and treatment in China.

Based on the reports, participating representatives spoke highly of the implementation of Project CFL and pointed out that: Above all, government should strengthen public propaganda. Guiding public conscientious participation is the foundation of collection and processing work of WFLs. Next, demonstration work should be emphasized. Accumulating experience is an effective way to collect and process WFLs. Thirdly, policy guarantee mechanism, recycling mechanism, collection network and disposal mechanism should be established, as both temporary and permanent solutions being the key for WFLs collection and treatment. The social benefits outweigh the economic benefits of WFLs management, which need the government to take the lead for management guidance. Policy guarantee mechanism should be located in the government planning. The province and city level environmental protection departments should carry out top-level design and guide the public from the policy. Constructing the network mechanism should be considered overall; we can set up a collection container using the existing sanitation garbage collection mechanism combined with the characteristics of fluorescent lamps. Finally, the law enforcement should be strengthened, for that supervising by law acts as the guarantee of the collection and processing of WFLs. If large companies, enterprises and institutions collect or process WFLs not in accordance with the laws or regulations, they should receive the penalties exposure and environmental red card warning. Enterprises will be included in the environmental credit rating; those enterprises which have low grade evaluation should be limited in their financing work. In short, management experience should be further accumulated during the demonstration. Policy guarantee mechanism, collection network, disposal mechanism and supervision mechanism should be established to promote the WFLs management. The policy workshop has laid a solid foundation for promoting the management work and provided the direction for the follow-up work of Chengdu of WFLs.
