参加中欧环境可持续项目中期评估

2016年1月7-15日，欧盟组织独立评估团对中欧环境可持续项目进行了为期9天的中期评估。中欧环境可持续项目是中国与欧盟于2012年共同发起，并于2013年正式启动实施的合作项目，包括水质、固体废物管理、重金属污染防治以及政策支持与宣传机制四个专题、九个子项目，由中外四十多家机构联合实施。
中国荧光灯管收集与处理示范项目是其中子项目之一。对此，项目团队提前对项目实施情况进行了梳理，为示范参观考察做了行程安排，并向专家评估团提交了自评估报告。2016年1月8日，项目总负责人/清华大学环境学院李金惠教授带领项目团队向欧盟独立评估团汇报了项目进展和主要成果，并就项目实施过程中存在的问题、挑战等与评估团专家进行了深入交流和讨论。1月12日，评估团专家孙学兵对成都市废荧光灯收集、运输和处理示范进行了考察。成都市固体废物管理中心汇报了项目（成都部分）的执行情况及成果，并就下一步工作和后续活动的开展咨询了专家意见。成都市市环保局、成都市固体废物管理中心、收集示范单位四川省机场集团有限公司和高新区石羊街道新南社区、处置示范企业成都市兴蓉危险废物处理有限公司等项目参与单位的代表参加了项目评估会议，并就项目开展中遇到的实际问题、收获、体会等与评估团专家进行了交流。评估团专家对项目团队的努力和已经取得的成果表示肯定，并针对如何将项目实施过程中的发现和实践经验提升凝练并进一步形成可推广的成果与项目团队交换了意见并给予了具体指导，对项目下阶段的顺利实施特别是项目成果的实现和可持续推广具有重要意义。
Participated in The Mid-term Evaluation of EU - China Environmental Sustainability Programme
During Jan. 7-15, 2016, The EU independent evaluation team had a mid-term evaluation of 9 days of the EU - China Environmental Sustainability Programme (ESP). ESP was initiated by China and EU in 2012, launched since Sep. 2013, and jointly implemented by over four dozen institutions at home and abroad. It includes four topics which are water quality, solid waste management, heavy metal pollution prevention and policy support and advocacy mechanism, and nine sub projects.
As one of the sub projects of ESP, the project team of Project CFL summed up the project implementation in advance, made the arrangements for demonstration visits, and submitted the self-assessment report to the expert evaluation commission. On 8th January 2016, Professor Jinhui Li, the general project director from School of Environment, Tsinghua University, led the project team to report the project progress and outputs, and also discussed the problems and challenges existing in project implementation with the Mid-term evaluation experts. On 12th January, Mr. Xuebing Sun from the evaluation commission conducted the visit of WFLs collection, transportation and treatment demonstrations in Chengdu. Chengdu partner reported the project (Chengdu Part) implementation and outputs and consulted the experts’ advice on the next step of work and follow-up activities. Representatives from Chengdu Environmental Protection Bureau, Chengdu Municipal Solid Waste Management Centre, collection demonstrations which included Sichuan Airport Group Co., LTD, and Xinnan community, Chengdu Xingrong Hazardous Waste Treatment Co., LTD and other stakeholders attended the evaluation meeting, in which the representatives discussed deeply with the evaluation experts about practical problems, outputs and experience. Evaluation experts affirmed the effort of project team and outputs already achieved, and gave project team specific guidance on how to make the practice experience and discovery during the project implementation to be outputs which can be spread. The evaluation meeting smoothly promoted the implementation of the next work, especially the realization and sustainable spread of the project outputs.
