北京和成都项目团队完成废荧光灯管处理和回收的BAT/BEP技术规范和污染控制标准（初稿）

基于北京和成都团队废荧光灯管收集、运输和处理示范的实践，以及欧盟废荧光灯管处理最佳实践和技术评估的经验，北京和成都团队分别起草了面向废荧光灯管处理公司的《废荧光灯管处理和回收BAT/BEP技术规范》和《废荧光灯管处理、回收和处置污染控制标准》（初稿），对国内外废荧光灯管处理技术进行了比较和适用性评估，针对废荧光灯管的收集、贮存、运输、处理和应急环节提出了污染控制要求与控制技术。两份标准文件为国家层次废荧光灯管回收和处理的技术规范和污染控制标准的制定提供了信息基础和参考。
Beijing and Chengdu Partners Drafted the Technical Specification of BAT/BEP and the Standard of Pollution Control on WFLs Targeting Treatment Companies
Based on the treatment demonstrations in Beijing and Chengdu as well as the assessment/review of EU best practical experiences and technology on WELs treatment, Beijing and Chengdu partners drafted “Technical Specification of BAT/BEP of WFLs Treatment and Recycling” and “Standard for Pollution Control on WFLs Treatment, Recycling and Disposal”. Beijing and Chengdu partners compared and assessed the applicability of WFLs processing technology at home and abroad, and put forward the operation guidance, pollution control requirements and control technology in view of collection, storage, transportation, processing, and emergency link respectively. Those knowledge productions laid a solid information foundation for the making of national technical guidelines and pollution control standards on WFLs.
