清华大学带领项目团队完成中国废荧光灯管管理的政策建议旗舰报告

基于政策研究、示范经验以及国内外专家的咨询，清华大学带领项目团队完成了国家层次废弃荧光灯管理政策建议报告初稿，并以此为基础向欧盟-中国环境可持续项目政策研究办公室提交了旗舰报告。报告的主要内容包括中国废荧光灯管产生量分析、国内外废荧光灯管管理政策综述、废荧光灯管回收体系分析、废荧光灯管回收处理资金机制、废荧光灯管处理技术和设施分布以及废荧光灯管管理的政策建议。中国废荧光灯管理政策旗舰报告还将于4月下旬召开的国家政策研讨会和6月召开的欧盟-中国环境可持续项目全国宣传暨政策研讨会上进行进一步专家咨询与讨论。
Tsinghua University Led The Project Team Completing Flagship Report on WFLs National-level Policy Recommendations
Tsinghua University has led the project team completing the draft report of WFLs national-level policy recommendations based on the baseline research and demonstrations results, with the coordination and consultation with external international and domestic experts. The flagship report has been drafted and submitted to LOT4. The main contents of the policy recommendations include analysis on the generation of WFLs in mainland China; review of WFLs management policy of home and abroad; analysis on WFLs collection system; WFLs treatment technology and distribution of treatment facilities; financing scheme for WFLs take-back scheme; and policy recommendations for WFLs management in China. The policy report will be presented and discussed during the national-level policy workshop in April and the work meeting of EU-China Environmental Sustainability Programme of Lot 4 in June 2016.
